Quarterly GSA Sales Report: Don't Forget to File by October 30th
Make sure that you have created a contractor account within the new Federal Acquisition Service Sales Reporting Portal (FAS SRP) if you have not already. Quarterly GSA Sales Reports for the period of July 1st - September 30th are due no later than October 30th. Need help with sales reports or adjustments? Reach out to your Winvale Consultant!
Subcontracting Plan Reporting Due by October 30th
For all contractors with small business subcontracting plans, both your 6 month Individual Subcontracting Report (ISR) and annual Summary Subcontracting Report (SSR) will be due by October 30th.

Small Business Administration Announces Revised Table of Size Standards
In April 2019, the Small Business Administration (SBA) released a plan to enact revised size standards for small businesses. This rule, that went into effect August 19, 2019, changes small business size standards to include monetary-based adjustments due to inflation. Under these changes, the amount of small businesses eligible for SBA loan and contracting programs is expected to rise. For businesses registered in the System for Award Management (SAM.gov), you must update your SAM registration in order to have your small business status updated based on the new size standards effective August 19, 2019. Until the SAM registration is updated, the SAM profiles will continue to display the small business status under the old size standards.
EMERGING BUSINESS OPPORTUNITIES
Systems Engineering & Technical Innovative Solutions (SETIS)
The Federal Aviation Administration is seeking small and large businesses which provide highly specialized and skilled engineering services to fulfill future agency requirements under Solicitation No. 34751. The pre-solicitation response for this potential $2.8 billion multiple award IDIQ contract is due on October 17th. The estimated RFP release date is between October and December 2019.
Integrated Healthcare Transformation (IHT)
The Veterans Health Administration has released a pre-solicitation notice for a multiple award IDIQ contract vehicle meant to provide a broad range of general management and business services and solutions in the broad health care environment. The VA is seeking Service-Disabled Veteran-Owned Small Businesses to fulfill these requirements. The estimated RFP release date is between September and November 2019. Interested vendors should monitor Solicitation No 36C10X19R0036 for more information.

When asked what excited Jeff most about joining the Winvale team, he replied: “It’s a great opportunity to be a part of the move to Richmond. Jeff believes that within the next twelve months that massive changes are coming to federal contracting due to several factors including: GSA Consolidation, Acquisition Modernization efforts, and updates to Cybersecurity Requirements. Outside of work, Jeff enjoys spending time with his grandchildren, hunting, fishing, and hobby farming. Jeff noted that he is very proud of his military service and all the relationships with other warfighters that he’s built over almost 30 years.
FREQUENTLY ASKED QUESTIONS
What's the timeline for the Consolidation?
GSA released the new consolidated Schedule documents on October 1. If you would like to submit a proposal, you will have to submit under the new consolidated Schedule. Offerors that have submitted proposals before October 1st will be reviewed under the old solicitation. If you already have a MAS Schedule contract, a mass modification will be released in January 2020 to transition your current contract to the new consolidated solicitation.
Where can I find the new consolidated solicitation?
GSA published the new consolidated solicitation on October 1. GSA Multiple Award Schedule Solicitation Number: 47QSMD20R0001 is live on FedBizOpps.gov. New offerors should make sure to thoroughly review the solicitation requirements before preparing an offer submission from this point forward.
