April is here, which means it’s time for GSA contractors to get ready to report their sales and to pay the Industrial Funding Fee (IFF). Sales reports are due no later than Friday, April 30. Whether you’re required to report your GSA sales on a quarterly or monthly basis, it’s essential you understand how to correctly file your GSA sales and how to successfully navigate the Federal Acquisition Services (FAS) Sales Reporting Portal (SRP).
You also need to be able to differentiate between GSA sales and non-GSA sales, and know what sales information you are required to disclose. Individual Subcontracting Plan Reporting (ISR) deadlines have been extended 15 days from April 30, 2021 to May 15, 2021. You'll need to file an ISR if you:
Hold one or more contracts over the applicable threshold specified in FAR 19.702(a) at any given time during the term of the contract and;
Are required to report subcontracts awarded to any small business designation, Alaskan Native Corporations (ANC), and Indian Tribes.
Note: Most Other Than Small/Large Businesses will have an ISR on file, which is ready to submit.
If you still need to file your ISR, here are some quick tips:
Only report actual subcontracting accomplishments, from the inception of contract to the end of the reporting period, not good faith estimates or goals, in the “Actual Cumulative” column of this report.
If a prime contractor/subcontractor is performing work under more than one contract requiring an Individual Subcontracting Plan, a separate ISR shall be submitted to each federal agency.
This report collects subcontracting data, not sales data.
Reports are always required, regardless of whether there has been any subcontracting activity since the start of the contract or the previous report.
Submit all ISRs within 30 days of the close of each reporting period.
Keep a signed copy of the report on file.

QUICK TIP OF THE MONTH
Beta.SAM.gov is getting a new look
On April 26, 2021, GSA will launch a new design for beta.SAM.gov. This design is being released early, so GSA contractors have time to adjust to the new look before GSA merges beta.SAM.gov with SAM.gov, retiring the “beta” part at the end of May. At first, there will be no change to the functionality of the system, but the refreshed look will make the user experience more efficient for contractors.
One example of the site’s enhancement is the “search capabilities” section. The new design makes it easier to find advanced filters and improved on date range filters, so contractors can more easily locate contracting opportunities or contract data reports.
GSA contractors should familiarize themselves with the new design and capabilities in preparation for the transition to SAM.gov. Once the two sites are merged, SAM.gov will become the official website for people who make, receive, and manage federal awards. For more information on this update, check out our blog.

Q: What is FedMall?
A: FedMall is an eCommerce ordering system for federal, state, and local government agencies that is run by the Defense Logistics Agency (DLA). Through FedMall, authorized agencies can purchase tens of millions of products while maintaining regulatory compliance. Items sold can either be from contractors with long term Department of Defense (DoD) or GSA Schedule contracts or, in some cases, commercial off-the-shelf products from contractors without a federal contract. Purchasing agencies can quickly search for and purchase items online using FedMall. FedMall combines the ease of ordering that comes with eCommerce platforms like Amazon with the regulatory compliance required in government acquisitions.
Q: Who can sell products through FedMall?
A: In order to sell products through FedMall, you generally need to either hold a long-term government contract like a GSA Schedule, or partner with a reseller who has one, like Winvale. However, the FedMall marketplace allows vendors with certain product NAICS codes to sell through FedMall without a contract. Either way, your company must also have a valid CAGE Code and an active SAM.gov registration. Your company must also have a valid authentication certificate like a Common Access Card (CAC), Personal Identity Verification (PIV) certificate, or a soft certificate available as a secure way to confirm identity.
Q: How is FedMall different from other procurement platforms?
A: FedMall is distinct in that allows for dynamic pricing from pre-approved suppliers. This makes it one of the easiest ways to sell commercial products to government customers. The FedMall marketplace is unique because it allows for price changes without contract modifications. FedMall also only allows purchases using Government Purchase Cards and under the Micro-Purchase Threshold, simplifying the acquisition process by eliminating the need for competitive quotes. Since its run by the DoD, FedMall also prominently lists National Stock Number (NSN) items. NSN is the official label put on items that are frequently used, bought, stocked, or distributed by the DoD.
