Reporting Month is Here

With the start of spring comes another round of GSA Schedule sales reporting--are you prepared? Commercial Sales Practices (CSP) contractors must report their GSA sales from January to March by April 30th, and Transactional Data Reporting (TDR) contractors must submit their GSA sales for the month of March. All contractors will need to remit the Industrial Funding Fee (IFF).

 

If you are an “Other than Small Business” you must also submit your Individual Subcontract Reports (ISR) which are part of your Individual Small Business Subcontracting Plan requirements.

CRITICAL INFORMATION

MAS Refresh #20 to be Released April 2024

GSA is starting spring off with another GSA MAS Solicitation Refresh. Refresh #20 will be released in April 2024, and will include routine updates such as Price Proposal Template (PPT) edits and changes to specific Special Item Numbers (SINs). Other updates include:

  • GSA will address the 12-month waiting period if contract is canceled/allowed to expire due to non-compliance
  • COTS products are prohibited from being duplicated and published to GSA eLibrary text file
  • COTS products should be published on GSA Advantage!

White House releases FY 2025 Budget Request

In early March, the Biden-Harris administration released their budget request for the 2025 federal government Fiscal Year (FY). While you may be thinking it’s too early to start constructing budgets for next year, it’s not. The government FY starts October 1, which means we’re half-way through government FY 2024. Before the Biden-Harris administration released their budget request, agencies created budget requests and submitted them to the White House Office of Management and Budget (OMB) for OMB to develop the proposal and send to President Biden.

 

While this request is pending approval by congress and will most likely change, the proposed budget gives great insight regarding the administration’s spending priorities. For instance, for FY 2025, the Department of Defense (DoD) is requesting $849.8 billion. The defense budget typically takes up a good portion of the overall budget, so this large number is not out of the ordinary. Contractors delivering services and products to federal agencies and entities should maintain general awareness of budget requests and initiatives, especially when seeking opportunities. Having some knowledge of government monetary distribution allows you to align your offerings with agencies’ priorities and needs in your solicitation responses. GSA SCRIPTS BPA Now FASt Lane Eligible

The Supply Chain Risk Illumination Professional Tools and Services (SCRIPTS) BPA, which will be awarded against Multiple Award Schedules, is now FASt Lane eligible. This means GSA Schedule contractors under this BPA can have shorter processing times for GSA Schedule acquisition, streamlined acquisition, and modifications. Right now, GSA has released the draft Request for Proposal (RFP) and even though the timeline is not set for a final draft, it’s anticipated within the next few quarters. While it may be a little too late to apply for a GSA Schedule contract using FAStLane, all current GSA Schedule holders can take advantage of FASt Lane for this BPA if they need to make modifications such as adding a new Special Item Number (SIN) related to SCRIPTS, or completing a streamlined acquisition if their 20 years is ending soon.     • The mission of the Defense Advanced Research Projects Agency (DARPA) Defense Sciences Office (DSO) is looking to identify and create the next generation of scientific discovery by pursuing high-risk, high-payoff research initiatives across a broad spectrum of science and engineering disciplines. The DSO Disruptioneering program is designed to rapidly investigate new and nascent technologies with targeted and limited scope investments. Disruptioneering enables DARPA to initiate a new investment in less than 120 calendar days from idea inception. The applicable NAICS code is 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). FREQUENTLY ASKED QUESTIONS

Q: How do I know if a SIN has specific requirements?

  • A: Certain SINs and Large Categories have specific requirements that contractors need to look into prior to submitting an offer. Check the Available Offerings and Requirements page to find attachments and templates that are specific to your SIN and Large Category. You should also check the Large Category attachment for your offerings’ SIN on SAM.gov – it’s your best resource for determining if any additional requirements are needed. The Large Category attachment will highlight any additional requirements for ordering, technical evaluations, past project write-ups, SIN-specific terms, etc.

Q:  How do I determine which SIN is the best fit for my offering?

  • A: The most important aspect when it comes to SIN determination is scope. Make sure to ask yourself whether your company’s services or products match what GSA outlines as the scope of a certain SIN. This is a question that the Subject Matter Experts (SMEs) at GSA will ask when reviewing your modification package or MAS proposal. In order to assess the scope of a SIN, make sure to review all of the information on that SIN within GSA’s array of resources. 

Q: What do I need to do if I’m proposing a services-based SIN versus a products-based SIN?

  • A: If you are proposing a service-based SIN, past performance substantiation will likely be required, meaning you will need to identify relevant projects and complete past project descriptions as outlined in the MAS solicitation. While products will not typically require past performance descriptions, there may be additional technical requirements such as National Institute of Standards and Technology (NIST) compliance documentation, testing certifications for furniture, certifications related to recycled materials, or additional compliance documents related to specific executive orders and directives.
