Trump Administration Moves Forward with Plan to Merge OPM-GSA
An OPM-GSA merger plan detailed in a legislative proposal by the Trump Administration is planning to take a few small steps forward in advance of its proposed merger of the Office of Personnel Management with the General Services Administration. Congress was recently informed of the Trump Administration’s plan to move the administrative support functions for two OPM-led councils, the Chief Human Capital Officers Council and the Performance Accountability Council, to GSA. This change, while relatively small, highlights the Trump Administrations legislative agenda to merge both agencies. This comes after House Democrats rejected the Trump Administration’s proposed merger of OPM and GSA during a hearing of the House Oversight and Reform Committee’s Government Operations Subcommittee. While Congress voted to block funding for the proposed merger, the Trump administration has taken other action in recent months to have the GSA manage more OPM assets, including the GSA’s Centers of Excellence initiative as part of a concerted effort to modernize its legacy IT systems.

State Department Passport Modernization Contract
The State Department is seeking a contractor to modernize the IT systems used to process visas and deliver passport services. This contractor will provide operations and maintenance, systems infrastructure and network monitoring. The RFP for this $800 million IT opportunity is expected to be released in December 2019.
Nellis Aircraft Maintenance and Support Services
This potential $6 billion opportunity has an estimated RFP release date between August and October 2019 for aircraft maintenance and support services at Nellis Air Force Base in Las Vegas, NV. For additional information, the sources sought can be found on FBO.gov under Solicitation Number FA489020INAMR.

What is the new Sales Reporting Portal?
- You probably noticed a new link to file your quarterly IFF report this July. Q2 was the first quarter that should have been reported in GSA’s new FAS SRP at https://srp.fas.gsa.gov/. In an effort to make reporting simpler and more efficient, GSA has transitioned the quarterly sales reporting portal to the new FAS SRP, which previously housed only contracts which were subject to TDR. Did you know that all authorized negotiators on your GSA contract can access the new portal to report sales?
Do I need to get a new digital certificate from IdenTrust?
- GSA’s premier partner for digital certificates, IdenTrust has been sending out notices to all ACES digital certificate holders to notify of the discontinuation of that certificate type. All GSA authorized negotiators will have to hold the new IGC certificate format as of July 31, 2020 in order to access the eMod/eOffer systems. If you are currently have an IdenTrust ACES certificate installed on your computer for GSA system access, it will remain effective until July 31st of next year. The certificates will become inactive after that date, so be sure to update in advance!
