Avoid these Compliance Risks with Your GSA Schedule
It’s becoming clear that GSA Multiple Award Schedule (MAS) contract compliance is increasingly crucial under the Trump Administration. The administration is looking for ways to cut costs and increase efficiency, so underperforming and non-compliant contracts are an easy target for cancellation. Don’t panic yet—we put together some tips on top compliance risks to avoid so you can keep your contract updated and in good standing.
TAA Compliance: Make sure any new products or services you have added recently are following the Trade Agreements Act (TAA).
Minimum Sales Requirement: GSA is really cracking down on this requirement. It’s essential you make $100,000 within the first 5 years of your contract, and $125,000 for each of the subsequent 5-year option periods. Make sure you are marketing your GSA Schedule and searching for relevant opportunities.
Mass Mod Acceptance: This is something that can slip contractors’ minds since it’s a GSA initiated modification and not their own. GSA has released several Solicitation Refreshes lately, including #28, so make sure you’re accepting the mass mod within 90 days.
FAS Catalog Platform (FCP) Transition: If you receive notice of a transition date into the FCP, make sure you complete the verification of your seller profile and initiate the baseline process by the established deadline. GSA is penalizing contractors who are missing this.

GSA Releases MAS Solicitation Refresh #28
Due to a system error in Multiple Award Schedule (MAS) Solicitation Refresh #27, GSA has released Refresh #28. You do not need to accept both Mass Modifications, but it's important you accept #28 within 90 days of its release. There were no significant changes between Refresh #27 and #28. New Reconciliation Bill Includes Major Technology and Defense Investments
The Reconciliation Bill, also referred to as the One Big Beautiful Bill Act (OBBBA), was signed into law last month. While it proposes cuts to social assistance programs and energy incentives, it also includes substantial budget increases for technology and defense projects. Here are some of the major areas we expect to see increased spending:
Cybersecurity: The bill allocates well over a billion dollars to expand the defense manufacturing technology program, fund the Defense Advanced Research Projects Agency (DARPA), expand the small unmanned aerial system industrial base, accelerate the development and integration of advanced 5G/6G technologies for military use, and fund APEX accelerators and the Mentor Protégé Program.
AI: The plan is to increase AI investments to aid naval shipbuilding, accelerate nuclear national security missions, deploy automation and AI for several DoD systems, and expand Cyber Command.
Law Enforcement and DHS Spending: The bill also includes investments for Customs and Border Protection (CPB) to hire more officers, IT investments at ICE, fund Coast Guard shipbuilding, aircraft and facilities maintenance, and increase border security technologies.

New SBA Tool Replaces Dynamic Small Business Search (DSBS)
The SBA has released a new tool, the Small Business Search (SBS), which replaces the Dynamic Small Business Search (DSBS). Like the DSBS, the SBS allows federal agencies to search for small businesses to meet their needs. The SBS includes existing business profiles pulled over from the DSBS, and the type of business information available on the SBS is similar to what was in DSBS (e.g. NAICS Codes and Certifications).
If you’re a small business, it’s a good idea to confirm that your business profile is showing up accurately and completely on SBS, after its automatic migration from DSBS. If you find that any information is missing from your business profile, you can add it by logging in/creating an SBS account and going to the “Edit” option. If your business isn’t showing up at all, it may be because your SAM.gov account is inactive or expired. If you still don’t see your business in the SBS, make sure that your small business designations are correctly listed in SAM. If you aren’t listed as a small business for at least one NAICS Code in SAM, you won’t show up in the SBS.

Fiber-Reinforced Polymer (FRP) panel kits in support of the USAF Airfield Damage Repair Program
The United States Air Force (USAF) has released a sources sought under NAICS Code 332312 (Fabricated Structural Metal Manufacturing) to identify potential vendors capable of providing Fiber-Reinforced Polymer (FRP) panel kits in support of the USAF Airfield Damage Repair (ADR) Program. This requirement has the potential to extend to other agencies within the Department of Defense and the intent is to eventually award a 5-year centralized IDIQ contract to allow for the acquisition of various kits, as well as individual quantities of varying materials to support USAF ADR requirements. The number of delivery orders will fluctuate annually, depending on USAF’s needs. This opportunity is for informational purposes only and interested vendors should submit a capability statement and responses to the questions in the notice. Responses are due by September 10, 2025. Government Publishing Office (GPO) Building Information Model (BIM)
The Government Publishing Office (GPO) has released a pre-solicitation under NAICS Code 54131 (Architectural Services) for an upcoming opportunity that will be posted mid-August. GPO seeks proposals from qualified firms to create an as-built architectural 3D model, also known as a Building Information Model (BIM), of the entire Washington, D.C. GPO campus, specifically buildings A, B, C, and D. The Solicitation/Request for Proposal (RFP) will be posted for 45 days. This pre-solicitation provides potential offerors with a chance to review the Statement of Work (SOW) in advance of the RFP’s release. More information can be found under Notice ID: 040ADV-25-R-0026.

Q: Is the Scope of OASIS+ the Same as GSA MAS?
A: GSA’s Multiple Award Schedule (MAS) program is their largest and most comprehensive Indefinite Delivery Indefinite Quantity (IDIQ) contracting vehicle. Like GSA MAS, OASIS+ is an IDIQ vehicle, with the same scope of eligible federal purchasers, being considered a Government Wide Acquisition Contract, or GWAC, for short. Where OASIS+ and GSA MAS differ is in the scope of services offered. GSA MAS specializes in commercial off-the-shelf (COTS) products, as well as a broad range of commercially available services across IT, professional services, facilities maintenance services, and more. OASIS+ has a much more limited scope: products are not eligible, and the services within scope are restricted to professional services.
Q: Are There Benefits to OASIS+ Over Other Contracting Vehicles?
A: In the Executive Order on Consolidating Procurement, the Trump Administration plans to transition the acquisition of common goods and services to GSAas well as put a stronger emphasis on GWACs and other Best-In-Class (BIC) contracts like OASIS+. Both of these strategies place OASIS+ in a strong position to perform well. In addition to this, OASIS+ is shaped to have six separate and distinct IDIQ contracts representing different socioeconomic types. These six contracts are divided into total small business, women-owned small business, service-disabled veteran-owned small business, HUBZone small business, 8(a) small business, and Unrestricted (which includes both small and large businesses).
Q: When Can I Apply to OASIS+?
A: OASIS+ is not currently onboarding contractors, but the recent RFI that opened in June and closed in July means that Phase II onboarding is in the works potentially later this year.
