Mass Mod for all Schedule Holders Coming in January
In January 2020, GSA will issue a Mass Mod to all current Schedule holders to align the terms and conditions of their contracts with those of the new consolidated MAS vehicle. The consolidated MAS solicitation and applicable category attachments are posted on beta.sam.gov.

FBO.gov Migration to beta.SAM.gov Complete But Not Without Rough Start
As reported last month in our November newsletter, FBO.gov was preparing its merge into beta.SAM.gov. As of November 12th, 2019, that merger has been completed and beta.SAM.gov is now home to all current contract opportunities formerly posted to FBO.gov.
While the merger from FBO.gov to beta.SAM.gov has been completed, many issues still need to be addressed by the General Services Administration (GSA). It is reported that many users are facing issues with many of the features they utilized on FBO.gov. For example, email alerts for tracked procurement no longer exist on beta.SAM.gov. On the other hand, users can be excited to take advantage of new features that exist, such as searching for opportunities with the solicitation number.
Traditionally users favored features like searching by state or region and the ability to save searches, however, beta.SAM.gov does not plan to incorporate these features moving forward. It is important that GSA takes measures to combat the slow load times and website infrastructure issues that users are currently experiencing. While beta.SAM.gov is taking a step in the right direction by adding new capabilities, the site clearly has a long way to go before it is ready to move out of beta. This partial small business set-aside contract vehicle for engineering services has a $50 billion contract ceiling. With Seaport-e expiring in the summer of 2021, the Navy has begun phasing out the legacy contract vehicle to increase competitiveness among bidders. Thus far, 1,870 companies have received awards and there are plans to add more companies via rolling admissions through FY 21.
DHS Chief Information Officer Solutions and Partners 4 Small Business (CIO-SP4)
This IT Services contract vehicle is a small business set-aside with a $20 billion contract ceiling. The final Request for Proposal for CIO-SP4 is projected to be released before the end of 2019 (calendar year). The current vehicle’s ordering period end in July 2022, but the re-compete is likely to begin in 2020.

When should I expect changes to my current contracts?
GSA will release a mass modification to all schedule holders in January 2020 for transition to the consolidated MAS Solicitation with new SINs. For multiple schedule holders, it is important to identify an appropriate NAICS code to designate as the primary for your uniform consolidated single contract. The primary NAICS should be reflective of the company’s core business area and will help GSA more easily work through consolidation with appropriate points of contact and SME’s.
When do I have to update my Commercial Subcontracting Plan?
GSA contractors who have a Commercial Subcontracting Plan are required to submit an updated plan each year. The plan should include revised small business subcontracting goals and a description of your company’s efforts to reach these goals during the coming year. The new plan must be submitted 30 days before the end of your company’s fiscal year, which for many falls in December.
