IT Startups: Spring into Success on GSA's $15 Billion Schedule 70
For years, the GSA Schedules Program required companies to have a minimum of two years' corporate experience before applying for a GSA Schedule Contract. Now, with the U.S. Government having a higher demand for emerging technology solutions than ever before, new IT companies don't have to wait to become a GSA IT Schedule 70 contract holder. Thanks to GSA's Springboard Program, innovative companies with less than two years' experience can become a GSA IT Schedule 70 contractor and can now have access to over $15 billion in annual federal, state and local IT opportunities. GSA is planning to migrate the 4 Highly Adaptive Cyber Security Services (HACS) SINs to be 1 singular SIN with subcategories. The subcategories will consist of: 1) High Value Asset Assessments (HVA), 2) Risk and Vulnerability Assessment (RVA), 3) Cyber Hunt, 4) Incident Response, and 5) Penetration Testing. The migration process will be utilized to move the current HACS SIN awardees to the new single SIN. Contractors with a Schedule 70 contract will need to address the Oral Technical Evaluation. Remember that while government websites may have different bureaucratic hoops to jump through when processing renewals, they do not require financial compensation! Be on the lookout for emails saying they are from "SAM.gov" or "eLibrary" asking for you to pay for a renewal process. These emails will often times look like the real website but are charging a fee to renew your registration. Pay careful attention to your email and who it is really coming from. Always confirm these emails with a coworker, consultant, or IT professional before going through with any renewal process.

GSA's planned transformation of the MAS Program
In its effort to modernize the federal acquisition process, GSA recently announced that it plans to consolidate the agency's 24 Multiple Award Schedules into a single schedule for both products and services. GSA states that "under a single schedule for products and services will make it easier for customers to find and purchase the solutions they need to meet their respective missions." Emerging business opportunities
The GSA IT Schedule 70 is projected to grow significantly this fiscal year. More agencies have been choosing Schedule 70 for new multi-billion-dollar contracts and re-competes of other major contracts. Four notable contracts have transitioned to acquisition through the GSA IT Schedule. This includes the DEOS cloud contract called ECAPS ($8B), the FBI IT Triple S contract ($2B), the NOAA NMITS contract ($2.5B) and the GSA USA Contact contract ($2.5B).
The Pension Benefit Guaranty Corporation's single award IDIQ contract known as Enterprise business Technology Services is a potential $100 million opportunity for IT contractors. Proposals are due January 4, 2019. Check out this opportunity on FBO!
The Centers for Medicare & Medicaid Services (CMS) recently released a final request for proposal for a contract known as Research, Measurement, Assessment, Design and Analysis 2 (RMADA 2). Proposals are due on January 16, 2019, and the projected award date is July 2019. For more information, find this opportunity on FBO!

GSA's IT Modernization and Distributed Ledger Technology
While still in its very early stages of testing, the GSA has been experimenting with Distributed Ledger Technology (DLT) or blockchain since last December. GSA hopes that DLT may "help automate our acquisition workforce, specifically touching and entering data only once into a single solution." More recently, GSA launched a pilot program that "will create a DLT-based software layer over GSA's existing infrastructure which will create transparency and documents activities between industry partners and GSA." How do I know if a customer is a GSA eligible entity?
The General Services Administration has developed a list of agencies and organizations eligible to purchase supplies and services from the GSA Schedule. Entities not listed may not purchase through the Schedules Program. The document also provides guidelines regarding the eligibility requirements and may be reviewed here.
Can I add products or services to the GSA Schedule that have not been sold commercially?
While occasionally there are special cases, typically you cannot add products or services to the GSA Schedule if your business has not sold them commercially. Your GSA Price List should be based on your company's commercial sales practices. Adding services to the GSA Schedule almost always requires pricing support such as invoices.
