Multiple Award Schedule (MAS) Solicitation Refresh #15 is Here
After a hiatus of Refreshes, GSA has released Multiple Award Schedule Solicitation Refresh #15. This Refresh included changes to the overall Solicitation as well as updates to several Large Categories. All contractors have 90 days to accept the Mass Modification from its release, so let’s briefly cover some of the changes GSA is applying:
GSA has formally implemented the 2022 North American Industry Classification System (NAICS) Codes, and the new table of size standards to reflect these NAICS changes. The Refresh will also include the adjustment of monetary-based size standards (effective December 19, 2022) for multiple NAICS.
GSA has also removed a note in Acquisition Letter MV-21-03, Waiver of Experience and Annual Financial Statement Requirements. This note was added at the beginning of COVID-19 to temporarily waive financial statement requirements for new offerors.
GSA has updated the Offer and Modification Price Proposal Templates.
GSA has also made changes to several Special Item Numbers (SINs) within Large Categories A, B, C, F, H, and J.

GSA's New Common Catalog Platform (CCP) to Require Authorized Negotiators
Last year, GSA announced The Common Catalog Platform (CCP) will replace the Schedule Input Program (SIP). While we are still learning more about the CCP and its official release date, one expected change is that any contractor who wants access to the program will need to be an authorized negotiator, with or without signatory authority. Additionally, when accessing the CCP, users will need an FAS ID to log-in. While the CCP pilot will not launch until March of 2023, it’s important to be proactive in adding any additional personnel such as authorized negotiators to ensure a smooth transition. Using GSA eBuy’s New “Interested” Feature
GSA eBuy has released a new feature to help you express interest in an upcoming opportunity. Contractors are now able to notify a government customer when they are interested in a particular Request for Information (RFI) or Request for Quote (RFQ). This is a way for you to tell the government you are planning on responding, but is not in place of a response. Following this request, government contractors will see the status of "interested" on the RFI/RFQ Details page during the duration of the opportunity.
This new feature benefits both buyers and sellers (contractors) because it:
Provides easy identification of the seller's interest in quoting.
Provides sellers with the ability to easily filter and identify quotes they have not submitted.
May help buyers get a better idea of how many quotes to expect on an RFQ/RFI.
May help buyers determine if they should extend the RFQ/RFI close date.
Request for Information – Content Visualization, Small Business, Computer Related Services
The Department of State is seeking a complete content visualization solution to meet the information display needs of the Department of State, Bureau of Arms Control Verification and Compliance, National and Nuclear Risk Reduction Center (AVC/NNRRC) watch floor operators, and decision-makers located within a single physically secure office at the Harry S. Truman (HST) building in Washington, DC. The project will entail designing and installing an appropriately sized and scoped solution with all hardware and software required to process and control multiple sources (computer and cable box) inputs for display on a multi-screen video Knowledge Wall (KW), and up to three (3) standalone LCD TVs. Q: What is Transactional Data Reporting (TDR)?
A: TDR is a way for GSA and its partner agencies to collect transaction-
level data on solutions purchased through the MAS Program. Contractors who opt into TDR do not have to report information about their Commercial Sales Practices (CSP). However, just like CSP, TDR requires GSA Schedule contractors to electronically report GSA sales through the Sales Reporting Portal (SRP).

Q: Why Should GSA Contractors Consider Switching to TDR?
A: TDR is not subject to the Price Reduction Clause and no CSP disclosure
is required, meaning you do not need to report your Most Favored Customer (MFC)/Basis of Award (BOA) customer. Unlike CSP, contractors are also not required to provide a sample of commercial and GSA invoices, removing a great compliance risk. However, with TDR, contractors do need to report more frequently (monthly instead of quarterly), and report more in-depth on the products sold through GSA, so your company should weigh the options to see which one works best for your GSA Schedule.
