GSA to Release MAS Solicitation Refresh #31 in February

GSA is planning several key updates to Multiple Award Schedule (MAS) Solicitation in Refresh #31, including making Transactional Data Reporting (TDR) a requirement for all contractors. To recap, there are currently two options for contractors to report and track their sales data: TDR or Commercial Sales Practices (CSP). With TDR becoming mandatory and CSP being removed, the Price Reductions Clause is also going away. Beyond TDR, GSA is updating a few other Solicitation requirements, such as:

  • The Startup Springboard Program will be restricted to offerors who also meet GSA’s FASt Lane Program requirements under the Information Technology Category.
  • The subcategory limitations associated with the Order-Level Materials (OLM) Special Item Number (SIN) will be removed. Contractors who do not currently have the OLM SIN awarded to their contract will have the opportunity to add this SIN through a one-time Mass Modification.
  • New subcontracting plan templates will be released to align with the Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO).

As with all Solicitation Refreshes, GSA will issue a Mass Modification for contractors to review and accept Refresh #31 within 90 days of its release. More information regarding the upcoming Refresh and transitioning to TDR can be found on our blog.

OASIS+ Phase II is Now Open

OASIS+ Phase II is now open--are you ready? GSA is currently accepting offers on a rolling basis, so it's time to start preparing your proposal if you haven't already. As a reminder, OASIS+ is a Best-In-Class (BIC) Indefinite Delivery, Indefinite Quantity (IDIQ) contract created for non-IT professional services. Phase II includes 13 domains (5 new ones added) across 6 solicitations, which include socio-economic small business categories. Here are some things to keep in mind as you begin the proposal process: 

  • There is currently no limit on contract awards. If you meet the qualifications, you'll get awarded. However, GSA has the right to close Phase II at any time, so we suggest you don't wait too long. 

  • Federal experience is not required, but preferred. Certain scorecards weigh it more heavily than others. 
  • Past performance must be relevant to each domain you plan to go after, and you can use projects from the past 5 years. 

We suggest you take the time to read over the scorecards for your chosen domain(s) and solicitation(s), so you know what to expect. You can learn more about OASIS+ and the scorecard requirements in our blog.

Transitioning from CSP to TDR

Transactional Data Reporting (TDR) will become mandatory for all MAS contractors with the release of Refresh #31 of the MAS Solicitation, set for mid to late February. As a recap, TDR is one of two sales reporting types currently used in the MAS Program, with the other being Commercial Sales Practices (CSP). Any remaining contractors who currently report sales under CSP will be moved to TDR once Refresh #31 is released.

 

If you’re part of the group of contractors transitioning from CSP to TDR, you may wondering what that transition looks like. First, GSA will issue a Mass Modification to “Participate in TDR” to all MAS contractors who have not yet transitioned. The Mass Mod date will align with the beginning of the next sales reporting quarter. You will have 90 days to go in the Mass Mod system and accept this modification once it’s released. Once the modification is out, the timeline begins, but it doesn’t happen all at once. For example, if the “Participate in TDR” Mass Mod is initiated in February 2026, the TDR start date wouldn’t be until the first date of the next sales reporting quarter, which is April 1, 2026. You are required to capture transactional data beginning on the effective date of the “Participate in TDR” modification (in this example, this would be April 1, 2026). Keep in mind that Price Reductions Clause liability will end on the first day of the next sales reporting quarter following the execution of the “Participate in TDR” mod. EMERGING BUSINESS OPPORTUNITIES

  • Air Force Plant Access Control Vetting

    • The Air Force Life Cycle management Center (AFLCMC) Environmental and Industrial Facilities Branch, Wright-Patterson AFB, Ohio (AFLCMC/EZV) has released a sources sought under NAICS code 561621 (Security Systems Services (except Locksmiths)) to identify qualified parties to provide expert services vetting government employees and visitors against an authoritative law enforcement database. Qualified parties will provide established, secure data-sharing processes and the ability to securely and electronically scan and read credentials in less than a second. Qualified parties will also provide a system in which multiple, proprietary lists can be maintained for restricted/restricting access, and a variety of IDs can be scanned for validity. Interested parties should submit the Contractor Capability Survey with the requested information by March 2, 2026. Additional information is available under Notice ID FA8623-26-C-0001.

  • Engineering and Logistics Support (ELS)

    • The Naval Facilities Engineering and Expeditionary Warfare Center Acquisitions (NAVFAC EXWC) has released a sources sought under NAICS code 541330 (Engineering Services) to identify qualified vendors to provide engineering, integrated product support, and technical services to meet mission requirements. Qualified vendors will provide routine and surge capabilities with expertise necessary for all activities pertaining to the development, production, fielding, sustainment, and disposal of shore, expeditionary, and ocean systems across the lifecycle for Navy, US Marine Corp (USMC), Department of Defense (DoD), and other expeditionary entities. Qualified vendors will also provide services related to Engineering Support, Information Technology Support, Environmental Support, and more. Interested vendors should submit the Sources Sought Information Sheet with the requested information by March 9, 2026. Additional information is available under Notice ID N39430-26-RFI-ELS.

FREQUENTLY ASKED QUESTIONS

If your GSA Schedule contract is nearing its 20 year date, it's time to start thinking about a streamlined offer, and it may be much earlier than you think. Read on for FAQs about streamlined offers. 

Q: When Should My Streamlined GSA Schedule Offer be Awarded?

  • A: Your goal should be to have your streamlined offer awarded shortly before the end of your current contract. Contrary to what some may think, you don’t need to wait for your old contract to expire before your new contract is awarded—companies are allowed to hold two contracts at the same time when one is about to expire. Once your new contract is awarded, you won’t be able to accept new orders on the old contract.

Q: When Should I Submit my Streamlined Offer?

  • A: You need to submit your streamlined offer well in advance of when you hope to have it awarded. This is to ensure that there is enough time for your offer to be assigned to your Contracting Officer (CO) and reviewed, and for you to go through the clarifications and negotiations process. While clarifications and negotiations for a streamlined offer are generally faster than a standard offer, the high levels of turnover and significant staffing changes at the GSA are leading to increased timelines for all offers.

Q: So, When Should I Start Working on My Streamlined Offer? 

  • A: You should begin working on putting together a streamlined offer approximately 24 months before your current contract expires. This will allow you enough time to prepare and submit your offer, and for a Contracting Officer to be assigned to and review the offer. Starting early also helps you avoid a lapse between the end of your current contract and the start of your new one, by allowing plenty of time in case delays or other issues arise.
