All Schedule Holders MUST Accept Mass Mod A808
Mass Mod A808 is a required GSA Schedule refresh issued to all contract holders to incorporate FAR Clause 52.204-25, which address the sale of prohibited telecommunications and video surveillance equipment or services from specific Chinese companies. If you are a current contract holder and have not accepted Mass Mod A808 you must do so as soon as possible. While all mass modifications are important, GSA has placed significant importance on A808, likely due to the upcoming GSA consolidation efforts, which will be issued via mass mod this month. Contracting officers may begin considering cancellation for current contract holders who have not accepted all mandatory mass modifications.
General Services Administration Streamlined Technology Acquisition Resources for Services III (STARS III)
The well-known GWAC 8(a) STARS II is preparing for its next iteration, 8(a) STARS III. To date, close to 60 agencies have used STARS totaling approximately $8B. A Pre-RFP for STARS III was released in August. While the response date for the Pre-RFP has already passed, interested contractors should stay on the lookout for the final RFP release.This IT services contract currently falls within the scope of NAICS 541512, but will likely expand to include additional NAICS.
Department of Health and Human Services Small Business Expedited Research and Demonstration (SBRAD)
This small business set-aside contract falls within the scope of NAICS 541720. SBRAD is a contract dedicated to conducting general research/ analysis as well as conducting survey/ demonstration activities related to various CMS programs. The current iteration of SBRAD ends in May 2020. DHHS has not yet published pre-solicitation documentation for the next generation of SBRAD, but interested contractors should begin watching for this potential re-compete opportunity. What does the "maximum order limit" for a SIN mean? Does that mean I can't sell over that dollar value?
The maximum order under a GSA Schedule contract is the dollar value threshold at which the ordering activity must seek additional price reductions for its requirement.The maximum order limit for each SIN is set by the solicitation. It does not mean that you cannot accept orders above that amount. When a customer request exceeds the maximum order, they can seek a lower overall price from your company. It is your prerogative to accept or decline orders which exceed the maximum order amount.
Can you provide recommendations on how we can avoid a termination notice from the Contracting Officer?
To avoid a cancellation notice, you need to start making and reporting sales. Now is a good time for you to begin bidding on relevant opportunities in eBuy (even if you don't win) and developing a government marketing strategy. You can begin making efforts that you can point to as support in a cancellation response letter to show GSA you've been trying.
When can I add SINs from other Legacy schedules under the new Consolidated Multiple Award Schedule?
Once your company accepts the Mass Mod to consolidate your schedule from the Legacy schedule to the MAS, you will be able to begin the process of submitting modifications to add new SINs to your schedule. GSA plans to release this Mass Mod this month.
