MAS Consolidation - Phase 2 and 3
The Multiple Award Schedule (MAS) Consolidation is the biggest update to the GSA's Federal Supply Schedules in recent history. If you’ve been following our blog, you’ve seen a lot of information come out regarding each phase of the Consolidation. Most, if not all, current GSA contractors are aware of Phase 2 of the MAS Consolidation at this point, having received Mass Mod A812 issued in January to transition contractors from their legacy schedules to the MAS structure. Although 87% of contractors have reviewed, processed, and accepted Mass Mod A812, only approximately 31% of current GSA contractors have migrated their current text file and catalog to the MAS structure on GSA eLibrary and GSA Advantage!. Current contractors need to ensure that they complete both steps of the Phase 2 process—accepting Mass Mod A812 and Migrating to the MAS structure—by August 1st, 2020. Failure to do both steps prior to August 1st could result in removal of contract information from eLibrary and suspension of the ability to respond to eBuy opportunities. So be sure that you are up to date on Phase 2 actions of the consolidation!
Phase 3 of the MAS Consolidation is scheduled to formally begin on August 1st, 2020. Phase 3 impacts fewer contracts, with as few as 1,700 MAS contractors holding multiple contracts under a single DUNS, affecting approximately 3,700 contracts. Phase 3 of the MAS Consolidation is intended to consolidate contracts that operate under the same DUNS. GSA will work with the contractors to transition products and services and their corresponding SINs onto one “survivor” contract, while phasing out any other MAS contracts that the contractor holds, including existing orders and BPAs.

The Department of the Interior, U.S. Geological Survey, Southeast U.S. mission area has issued a Presolicitation for on and off-site non-personal science and technical support services in the following categories: Administrative; Program Management Services; Research/Science; Data and Information Management; Computer Systems Administration, Operations, and Maintenance; Geospatial Applications, Modeling, and Associated Technologies; Web and Database Applications; and Technical Project Management. The Request for Proposal (RFP) will be issued competitively within the 8(a) program and will be 100% set aside for eligible 8(a) small business concerns. FREQUENTLY ASKED QUESTIONS
Q: The 3rd quarter is coming to an end, when should I report my sales?
A: Your GSA MAS Industrial Funding Fee (IFF) payment and sales reporting are due by July 30th. In accordance with Clause 552.238-80, all Schedule contractors are required to report sales within 30 calendar days following the completion of the reporting period and remit the IFF within 30 calendar days following the end of each reporting quarter. Even if you have zero sales for the April – June quarter, you are still required to report zero sales.
Q: How do I know what to report?
A: Being able to distinguish GSA sales and non-GSA sales is vital for your contract. This is especially important during GSA assessments. Any sales outside of GSA are considered open market or may be procured under another government contract vehicle. Those sales should not be reported as IFF. Some things to notice for a GSA sale are:
The GSA contract number is stated on the purchase order or task order
Ordering information and terms are the same as your GSA contract
Pricing meets or is below the GSA price
The sale is listed on the Federal Data Procurement System (FDPS) and has your GSA contract number noted
The customer contacted you through GSA Advantage/eBuy
The product or service is on your GSA contract
