Preparing for Q4

We're getting close to the start of the federal government's Q4--are you prepared? From July through September each year, the federal government spends approximately 1/3 of their annual budget, meaning there's an influx of opportunities for contractors. We included some tips below to help you prepare for this spending spree:

  • Make sure your GSA Schedule is updated: Pricelist, product descriptions, terms and conditions, etc. You don't want to be caught off guard when an opportunity comes! The key is to submit your modifications early to avoid delays. 
  • Verify your SAM.gov registration is updated: Check the annual renewal date of your SAM registration to make sure it's in good standing.
  • Know where to find opportunities: Make sure you have a system set up to check daily for upcoming solicitations and market research opportunities. We suggest SAM.gov, GSA eBuy, and third party tools if you use them. 
  • GSA Schedule marketing: Make sure your GSA Schedule is visible to customers. This includes updating your capabilities statement, researching your competitors, updating your government specific page on your website (or creating one if you dont have it). 
  • Assemble a dedicated business development team: Make sure you have a team ready to track and respond to these solicitations. Sometimes it’s a fast turnaround, and you don't want to miss out on potential opportunities.

FCP Deadline Change

GSA is currently in the midst of transferring active contracts from the Schedule Input Platform (SIP) to the FSA Catalog Platform (FCP). Recently, GSA notified all vendors who have already received notification that they are eligible to transition to FCP that they must initiate their baseline modification within 60 days of their system access date. This will be the new standard timeline going forward for all contractors. GSA has warned vendors that they may face consequences if the baseline mod has not been initiated within 60 days, which may include cancellation of their contract.

FAR Overhaul RFIs 

The FAR council is currently redesigning the Federal Acquisition Regulation (FAR) – i.e. the guidebook to federal procurement – in accordance with the recent Executive Order Restoring Common Sense to Federal Procurement and OMB Memorandum M-25-25 Overhauling the Federal Acquisition Regulation. The FAR council’s comprehensive redesign of the FAR has been dubbed the Revolutionary FAR Overhaul (RFO) Initiative.

 

To help with the RFO, the FAR council wants the public’s input on what areas of the FAR need improvement and any potential unintended consequences. You can leave comments on the RFO on this page, or leave comments on FAR Part 1 and FAR Part 34 specifically. The FAR Council will take into account comments from the public and government stakeholders, although it will not respond directly to commenters.

EMERGING BUSINESS OPPORTUNITIES

  • CIO/CYBERSECURITY/NETWORK SUPPORT

    • The U.S. Army Combat Capabilities Development Command (DEVCOM) has issued a sources sought for high quality, scalable IT, cybersecurity, and systems/network support services aligned with the organization’s goals. Specific services to be procured include IT infrastructure support, cybersecurity, platform integration, software development, and helpdesk operations for systems and networks up to Top Secret/Sensitive Compartmented Information (TS/SCI) levels. The eventual award will likely be as a single award indefinite delivery/indefinite quantity (IDIQ) contract with a period of performance of five years. Interested vendors should provide the requested information and responses to the questions identified in the notice. This opportunity is for informational purposes only and responses are due by July 1, 2025. More information can be found under Notice ID: W911NF-25-R-CIOS.

  • MAF TDL SAOS Request for Information

    • The Department of Defense has released a request for information under NAICS Code 541330 (Engineering Services) to identify potential sources capable of providing operational support for the Mobility Air Forces (MAF) Tactical Data Link (TDL) situational awareness systems. The services will include depot support, maintenance, technical refresh, training, and troubleshooting across various air platforms to provide MAF aircrews with real-time mission re-tasking, improved battle space situational awareness through real-time mission change reception/transmission, threat environment monitoring, and close air support de-confliction. This opportunity is for market research purposes only and responses are due by July 3, 2025. More information can be found under Notice ID: MAFTDL-0001.

Q: What Kind of Opportunities Are Listed on SAM.gov?

  • A: Virtually every kind of contracting opportunity the federal government has out may be listed on SAM.gov. Product acquisitions, services acquisitions, Blanket Purchase Agreements, small business set-asides, etc. All kinds of opportunities across all NAICS Codes can be found here, which can be overwhelming if you’re trying to find specific types of opportunities. Q: Do I Need to Pay to Access Information on SAM.gov?

  • A: SAM.gov does not require any kind of payment to register or access the contracting data on it. There are malicious entities that will attempt to convince you to pay them to register or use SAM.gov, usually in the form of an email masquerading as a government communication. While there are paid platforms out there like GovWin or Bloomberg Government that require a subscription to use, SAM.gov is a public website that grants full access to information on contracting opportunities.
