North American Industry Classification System (NAICS) Codes were created to help government agencies collect, analyze, and publish statistical data about the U.S. business economy—but why are they important to GSA Schedule contractors? NAICS Codes are used to determine business size and can help you find relevant contracting opportunities. Using large procurement databases like SAM.gov can be very useful but overwhelming, because if you don’t take advantage of the filters, you can yield 10,000+ results. No one has the time to sift through all these results weekly or even daily to find an opportunity to go after.
This is where you can use your primary NAICS Code or any other relevant NAICS to filter opportunities and narrow down your results. In SAM.gov, there’s a section that allows you to add in NAICS, and other search criteria. NAICS Codes are a key part of this strategy, but you want to be sure to use other filters such as “Notice Type,” “Date,” “Set Aside,” or “Place of Performance." This will narrow it down more to an opportunity that will fit your company’s needs and requirements. Make sure to only use NAICS Codes that really represent your offerings, if you don’t find good opportunities within your chosen codes, you may need to reconsider. As the Multiple Award Schedule (MAS) program evolves, frequent changes are made to the MAS solicitation through refreshes. MAS solicitation Refresh #16 outlined specific requirements for JV offerors. Per mass modification A863, all MAS JV contractors awarded before May 19, 2023, must complete and submit a modification via eMod to comply with the specific requirements outlined Solicitation Refresh 16. The modification request must include the following:
A Price Proposal Template (PPT) that identifies which JV partner provides the awarded service.
A draft authorized FSS price list that includes the required JV information/disclosures as well as updated Labor Category and Service Descriptions.
The modification request must be submitted prior to the Spring 2024 MAS solicitation refresh. If you plan to make changes to your catalog or are being evaluated for an upcoming option exercise prior to this solicitation refresh, you must first submit the conformance modification request. GSA Extends Moratorium on EPA Limitations to December 2024
Last week, GSA extended the temporary moratorium on several limitations in certain Economic Price Adjustment (EPA) clauses from March 31, 2024 to December 31, 2024. This extension was granted to give more time to publish a final rule that would incorporate a new clause into the MAS program. More information about this extension can be found in our blog.

Updates to the FCP
In January, GSA released updates regarding The FAS Catalog Platform, also known as FCP. GSA is planning for a major push early this year for contractors of Commercial Off-the-Shelf (COTS) products to transition from SIP to FCP. However, those offering services can expect to transfer later, potentially in 2025. Once it's your turn to transition from platform to platform, whether that is sooner or later, you will receive a 60-day email notification announcing the contract's eligibility and outlining the necessary steps to take.
For those whose ultimate expiration date is before September 2025, there is no need for concern regarding the transition. However, for the rest of us, there are a few issues that may delay the switch. Contracts with upcoming option periods will have to wait until their option extension has been fully processed. Those utilizing zonal pricing, BPA pricing, or 4PL SIN will be delayed until the features have been added. Finally, those with multiple contracts under one UEI will be transitioned on a case-by-case basis.

A: National Stock Numbers (NSNs) are identification codes used within the federal supply system to standardize and simplify the procurement process. These codes identify items that are commonly procured, stocked, stored, and issued, creating a standardized classification system that eliminates discrepancies. Currently, there are approximately 7 million active products in the Federal Logistics Information System (FLIS) that are identified and managed using NSNs.
Q: How are NSNs assigned, and what is the significance of their format?
A: NSNs are assigned through a process called cataloging by Logistics Information Services, typically upon request from military services, federal or civil agencies, or international partners. The NSN format consists of a 13-digit code, which is broken down into several sections, including sections of the federal supply class.
