Learn from reporting mistakes: Make sure you have adequate tracking systems in place

April was a GSA sales and individual subcontracting reporting month, which can make for a stressful time if you haven't been tracking your data. Make sure that your GSA sales are clearly differentiated from your commercial sales to make quarterly sales reports easy. Also, be sure that you have confirmed the business size of each of your vendors so you can more easily track and report dollars spent with small businesses.

GSA Schedule Spending Continues to Reach New Heights

It was recently reported by Bloomberg Government that Fiscal Year 2018 saw the GSA's Multiple Awards Schedule (MAS) reach new heights in terms of spending. That spending has reached a record high of $33.1 billion and is the highest spending level for GSA's MAS program since Fiscal Year 2015. Likewise, spending has consistently averaged $33 billion per year from 2015 to 2018. With several GSA initiatives currently in the works and GSA's recent efforts to make government procurement more streamlined, it's no wonder that spending has reached such a height.

  • Defense Research and Engineering Network IV (DREN IV)
    • The Defense Information Systems Agency plans to issue a final request for proposal for the DREN contract by December 2019. Find more information on this $1 billion communications contract opportunity on FBO.
  • Cloud Migration and Data Center Optimization (CMDCO)  
    • The Department of Homeland Security's Headquarters Information Technology Services department has released a request for information focusing on diverse IT service needs. How long will it take for my GSA Schedule modification to be approved?

A Modification award timeline depends on your contracting officer and which Schedule contract you currently hold. Deletion and Descriptive modifications can be awarded fairly quickly. On the other hand, terms and conditions, Additions, and EPA modifications typically take the GSA a bit longer to review. Modifications can be awarded in as little as a few days or could take over a month. To make certain a smooth modification review and award process, ensure that your submission includes current, accurate, and complete documentation.

What should I do when I get a contract cancellation notice?

Recently, there has been an uptick in GSA contract cancellation notices sent to contractors that have had low sales. When you receive these notices, it is acceptable to write a letter requesting that your contracting officer withdraw the cancellation. The letter may contain an explanation, in detail, of the efforts you have made to meet the minimum sales requirement. This could include your recent responses to RFPs, marketing efforts, and business opportunities you are currently pursuing to make GSA sales.
