GSA Has Extended Transactional Data Reporting (TDR) Pilot Through FY2020
Transactional Data Reporting, a GSA Acquisition Regulation (GSAR) rule published in 2016, increases transparency of the vendor/buyer relationship by requiring monthly reporting of transactional sales data from on GSA MAS Contracts. TDR has been implemented as an optional, pilot program that originally included eight specific Schedules and their associated Special Item Numbers (SINs). GSA has decided to extend the TDR pilot through FY2020, which allows both vendors and GSA FAS staff to spend their time understanding how TDR will fit into the process of the MAS consolidation. Participating contractors will still report monthly sales in the FAS Sales Reporting Portal, and contractors whose SINs fall within the current TDR pilot scope can still opt into the TDR pilot.

FBO.gov Migrating to beta.SAM.gov Beginning November 8 GSA manages federal acquisition and awards processes in 10 online systems which are now being merged into beta.SAM.gov. Once all 10 systems have been migrated, beta.SAM.gov will be the new SAM.gov. All information from these systems will be migrated, including entity registrations and historical contract data.
FBO.gov is migrating to beta.SAM.gov beginning on November 8, 2019. FBO has posted a Contractor Quick Start Guide to assist contractors using FBO.gov with their transition to Beta.SAM.gov. This guide provides information about searching for contract opportunities, following contract opportunities and signing up for an Interested Vendor List.
All users will need to create a login.gov account to access beta.SAM.gov. If you already have a current SAM.gov account, then you also already have a login.gov account and all data and profile information will be carried over as long as you use the same email address.

NHTSA Records-Based System Training Contract
The National Highway Traffic Safety Administration (NHTSA) has issued a Sources Sought under Solicitation No 693JJ919RQ000672 to identify potential qualified small business concerns capable of providing nationally representative traffic crash data on a timely basis. Qualified Small Business Concerns with the appropriate NAICS Code and past experience should submit their Corporate Capability Statements to NHTSA by 3pm EST on November 13.
DISA DREN IV
The Defense Information Systems Agency (DISA) intends to issue an IDIQ for the High Performance Computing Modernization Program for the Defense Research Engineering Network (DREN IV). DREN4 will be a high-performance DoD WAN service, providing Layer-2 Ethernet and Layer-3 IP transport and associated services to DREN Subscribers. According to the Presolicitation updated on November 4, DISA anticipates a solicitation release date around November 20, 2019.

When are my Subcontracting Reports Due?
Similar to IFF/Sales Reporting, subcontracting reports are due 30 days after the close of each period.
For contractors with commercial subcontracting plans, you will file one Summary Subcontracting Report (SSR) which covers the entire fiscal year, October 1 - September 30. Due by October 30th.
Contractors with individual subcontracting plans will be required to file a total of three reports on two separate occasions:
One Individual Subcontracting Report (ISR) covering the period of October 1 - March 31 will be due by April 30th.
Another ISR covering the period of April 1 - September 30 will be due by October 30th, along with the Summary Subcontracting Report (SSR) covering the entire fiscal year.
