It’s October and for GSA contractors that means it's reporting month! However, it's important to note that GSA and SBA have extended a few of the reporting deadlines this month.
If you report your GSA sales and pay the Industrial Funding Fee (IFF) quarterly, your GSA sales report and payment of the IFF for the period from July 1st to September 30th, 2020 is due no later than Friday, October 30th. For GSA contractors that are “Other than Small” Businesses, reporting for your Small Business Subcontracting plan has been extended. For contractors with Commercial Subcontracting Plans, only one Summary Subcontracting Report (SSR) is required for the calendar period October 1st, 2019 through September 30th, 2020. The deadline for the SSR has been extended until December 30th. For contractors with an Individual Subcontracting Plan, you will need to complete the Individual Subcontracting Report (ISR) for the period of April 1st, 2020 to September 30th, 2020 and the Summary Subcontracting Report (SSR) for the calendar period of October 1st, 2019 to September 30th, 2020. The deadline for the ISR has been extended until November 30th.
Be sure not to wait until the last minute to submit these reports and make sure you are compliant with your GSA terms and conditions!

SAM.gov representation for Section 889 Part B
GSA contractors were notified in August of this year of Mass Mod A824, which implemented Part B to Section 889 of the National Defense Authorization Act (NDAA) to the Federal Acquisition Regulation (FAR). By now, contractors should have accepted the terms and conditions of the Mass Modification, but contractors can check to see if they’ve confirmed Mass Mod A824 through this portal. Starting on October 26th, 2020, there will also be a representation within SAM.gov that will require contractors to assert they will not utilize restricted telecommunications. This date does not require contractors to go in and make the assertion immediately but will be required upon the next renewal of their SAM.gov registration. Sign-up for the GSA FAS ID
An update is coming to GSA eBuy that will follow the Cybersecurity National Action Plan and will simplify access into the system. Starting Monday, October 12, 2020, you will need to use a GSA FAS ID to log-in to GSA eBuy. The GSA FAS ID is a two-step, multi-factor authentication (MFA) login that will be used across several GSA applications.
GSA FAS ID was created as part of GSA’s overall IT modernization effort and has already been implemented on the FAS Sales Reporting Portal (SRP), GSA Advantage!, Purchase Order Portal, GSA Vendor Portal, and the Mass Mod Portal. GSA also plans to integrate it with eOffer and eMod by Spring 2021. The only information you need to use is the GSA FAS ID email and password, reducing the number of credentials you will need to access a varying number of GSA Portals. If you do not have a GSA FAS ID, you will receive an email from GSA regarding instructions on how to register/activate your new log-in.
Once this change is implemented, only people listed as a Point of Contact (POC) under a SIN will have access to GSA eBuy. To get access, you will need to talk to the Point of Contacts in your company and ask them to add you as a POC under a SIN in the eBuy profile. The Department of the Navy, Naval Surface Warfare Center (NSWC) has issued a pre-solicitation notice for the design, engineering, fabrication, and testing of prototype components and systems for Department of Defense (DOD) vehicles and mobility platforms. These vehicles and mobility platforms include Ground Mobility Vehicle (GMV), Mine Resistant Ambush Protected (MRAP), Light All-Terrain Vehicle (LTAV), Non-Standard Commercial Vehicle (NSCV), trailers, and auxiliary power systems. This IDIQ opportunity is a total small business set-aside listed under primary NAICS code 541715 - Research and Development in the Physical, Engineering, and Life Sciences. Communications Systems Configuration
The Department of the Airforce has released a Request for Information (RFI) on hardware and software recommendations for existing commercial off-the-shelf technology that can perform micro-segmentation to keep sensitive data segregated and contained within a Virtual Private Network (VPN). The proposed products will replace most of or all the current system, but also must fit the current functional requirements of the system which currently operates within a Ground Entry Point (GEP) to connect all platforms in government services. This RFI is listed under NAICS code 33411 - Computer and Peripheral Equipment Manufacturing. Contractors should submit their responses no later than November 13, 2020 at 4 p.m. EST. Physical Security and Electronic Security Maintenance Contract IDIQ
The Smithsonian Institute has issued a pre-solicitation notice to support the Office of Protective Services (OPS) in its integrated enterprise electronic security system, physical security infrastructure, and IT networking components. Staffing services in this contract will include but are not limited to: Project Management, Engineering, Technician, AutoCAD Specialist, and/or Information Technology support to include network and IT security. The pre-solicitation is listed under NAICS code 561621 - Security Systems Services. The primary place of performance is Washington D.C., but a portion of the work is anticipated to be in other locations including Arizona, Florida, Hawaii, Massachusetts, New Jersey, New York, Pennsylvania, and Panama. This opportunity is anticipated to be a 1-year IDIQ contract with nine 1-year options to renew. The solicitation is expected to be released on October 5, 2020. FREQUENTLY ASKED QUESTIONS
Q: Am I required to report open market items as a GSA sale?
A: Items sold on the open market are not sold through your GSA Schedule contract, so they are not subject to reporting as GSA sales. GSA sales are those sold through your GSA contract vehicle. You should not report open market sales as GSA sales or you risk overpaying the Industrial Funding Fee. When recording GSA sales with an invoice that includes both open market items and items sold through your GSA schedule contract, you need to accurately mark which are open market sales and which are GSA sales in case of future GSA audits.
Q: Do items under OLM count for GSA sales?
A: OLM items do count for GSA sales since they are purchased off your GSA Schedule contract. OLM is a SIN, which means that the items are sold through a contractor’s GSA Schedule contract even though they are only established at the task order level. Items sold through the OLM SIN must be specifically recorded as OLM and not recorded with whichever SIN the items were in support of. OLM is also a separate SIN area in the FAS Sales Reporting Portal for sales reporting purposes.
Q: Do I need to be an authorized negotiator to report GSA sales?
A: Your name and email address need to be listed on your GSA contract as either contract administrator, authorized negotiator, or IFF POC (Industrial Funding Fee Point of Contact) in order for your credentials to be verified to gain access to the FAS Sales Reporting Portal. Once you ensure that you are assigned one or more of these roles in your contract, you must register for the Sales Reporting Portal’s multi-factor authentication login. This is the same login system that is currently used to accept mass mods. Once you ensure you are properly on the contract and have registered for the multi-factor authentication system, you should be able to report sales for your contract.
