October is finally here, which means it’s reporting month for GSA Contractors.
Contractors who report GSA sales and pay the Industrial Funding Fee (IFF) on a quarterly basis will need to submit their GSA sales report for the period of July 1, 2021 through September 30, 2021, by Friday, October 29. Contractors subject to TDR will be required to file their sales reports for the month of September no later than Friday, October 29. Contractors can file their sales report and pay the IFF via the Sales Reporting Portal.
GSA contractors who are considered an “Other than Small Business” will be required to submit reports for their Small Business Subcontracting Plan. If you have an Individual Subcontracting Plan, you’ll need to submit your Individual Subcontracting Report (ISR) for the period of April 1, 2021 to September 30, 2021 as well as your Summary Subcontracting Report (SSR) for the period of October 1, 2020 to September 30, 2021. Contractors with a Commercial Subcontracting Plans must submit their SSR for the calendar period of October 1, 2020 to September 30, 2021. All subcontracting reports are due no later than November 14, 2021 and must be submitted via the ESRS.

GSA is planning on launching the new and improved version of the Vendor Support Center (VSC) in Q1 of the government Fiscal Year 2022. The Vendor Support Center is a library full of useful resources related to the GSA MAS Program and should be a staple website among current and prospective contractors. So, what will the new site entail? The main objective of the new site is to be a “one-stop shop” for contractors to have all the information they need for their GSA Schedule at their fingertips.
The refreshed site will undergo several changes including a dynamic search bar and a new design that reflects other sites like GSA Advantage!. The dynamic search bar is a huge improvement because on the current site, users cannot search for specific terms or phrases. Other updates include new/revised content and trainings, a help desk and POC locator directly on the homepage, and better organization of the site content overall. Transitioning from DUNS to UEI
One of the most important identifiers of your company is the Data Universal Numbering System (DUNS) number, which is essentially a social security number for businesses. Recently, the federal government has announced that they will be fully transitioning from DUNS to Unique Entity Identifiers (UEIs). The transition allows for business to be fully processes using one federal website, SAM.gov, as opposed to working with the third-party entity, Dun and Bradstreet to obtain an identifier. With all of the changes, the definition of “entity uniqueness” will remain the same.
What does this mean for your business? If you already have a DUNS number registered in SAM.gov (active or inactive), you will simply have a new UEI automatically assigned to you which will replace your DUNS. If you are registering your business for the first time on SAM.gov, you will register for a UEI and provide basic information (legal entity name, doing business as name, physical address, etc.) to validate your company. This transition is projected to be completed by April 4, 2022.

FREQUENTLY ASKED QUESTIONS
Q: What is GSAR clause 552.238-116 (48 C.F.R. § 552.238-116)?
A: This clause is a newly proposed rule by GSA to allow contractors to work beyond their contract period. This new rule expands upon a previous option extension plan while also integrating new language into the rule to include both government and contractors.
Q: Why did GSA introduce the new rule?
A: This rule was introduced after increased concern from current contractors who were unable to compete on large orders if they extend beyond their outlined terms in their FSS (GSA Schedule) contract. Based on the current rule, there are limitations on when and how a contractor can choose to extend their contract. In order to allow contractors to bid on large orders, GSA has to amend the current rule.
Q: What will the new rule entail?
A: Though we do not have a specific date or timeline of when this proposed rule will go into effect, when it does, contractors holding FSS contracts or submitting proposals under an FSS solicitation can expect to see the phasing out of the use of FSS clause I-FSS-163 and the inclusion of new GSAR clause 552.238-116 in solicitations and contracts. This will allow extensions of contracts for an additional 5 years in order to complete large tasks, while also clearing up inconsistencies and providing more inclusive language for contractors.
