Preparing Your GSA Schedule for FY2026

Today marks the first day of Fiscal Year 2026 for the federal government--are you prepared for another year? We have put together a list of items for you to keep track of as you head into the new year:

  • Research budget allocations for FY2026: identify agencies that have increased budgets or new initiatives you can take advantage of or keep an eye on. You can find budget information in the official FY 2026 budget request as well as sites like USAspending.gov.
  • Optimize your GSA eLibrary and GSA Advantage! listings: Make sure your GSA eLibrary profile and GSA Advantage! listing are optimized and updated for the Trump Administration. In Advantage!, ensure you have detailed product descriptions, clear photos, and keywords that speak to your target agencies. 
  • Reevaluate GSA compliance: GSA Schedule maintenance and compliance is important now more than ever with the Trump Administration, so make sure you are keeping up with your contract and all new GSA Schedule updates including Multiple Award Schedule (MAS) Solicitations #28 and #29.

CRITICAL INFORMATION

October is a Sales and Subcontracting Plan Reporting Month

October marks the beginning of a new federal Fiscal Year and a new quarter, meaning it’s a major reporting month for GSA Schedule contractors. Sales reports are due for both contracts subject to Transactional Data Reporting (TDR) and contracts subject to Commercial Sales Practices (CSP). CSP contractors will need to report sales for the previous quarter (July 1 through September 30), and remit the Industrial Funding Fee (IFF) for the same time period. TDR contractors will report sales for the month of September and will need to pay the IFF for the previous quarter (or month if you choose to pay it monthly). All sales reporting must be submitted in the FAS Sales Reporting Portal (SRP) by October 30.

 

Subcontracting reports for contractors with subcontracting plans are also due on October 30. Contractors who have a Commercial Subcontracting Plan will need to submit their Summary Subcontracting report for the previous year (meaning October 1, 2024, through September 30, 2025). Contractors with an Individual Subcontracting Plan need to submit an SSR for this period, but will also need to submit an Individual Subcontracting Report for the period of April 1, 2025, through September 30, 2025. All subcontracting reports are submitted through the Electronic Subcontracting Reporting System (eSRS).

How to Review and Accept a Mass Mod

As a GSA Schedule contractor, you are likely familiar with contractor-initiated modifications, such as an addition modification to add services, products, or SINs to your contract. Periodically, GSA will release modifications to the entire Multiple Award Schedule (MAS) program through a Mass Modification or Mass Mod. GSA initiates a Mass Mod by updating the MAS Solicitation, referred to as “Solicitation Refreshes.” When a Refresh is released, authorized negotiators with signing authority for your contract will receive an email notification from GSA that a Mass Mod is available for review. A Mass Mod is required to be accepted by contractors through the Mass Mod system within 90 days of its release. It is important to review all of the updated terms for a Refresh, as they may impact your service/product offerings or SINs.

 

Recently, GSA released Refresh #29, which included a new consolidated Economic Price Adjustment (EPA) clause and instructions for new offerors to use the applicable FAS Catalog Platform (FCP) File instead of the Price Proposal Template. You will want to make sure you have reviewed and signed the Mass Mod for Refresh #29 in the Mass Mod system. Review our recent blog for more information on accepting Mass Mods to ensure your contract stays compliant.

  • Commercial Enterprise Operations and Ground System Service

    • The National Oceanic and Atmospheric Administration (NOAA) has issued a Request for Information (RFI) under NAICS Code 541330 (Engineering Services) to identify parties interested in reducing operational costs through the commercialization of satellite operations, including satellite command and control functions. Qualified vendors should have expertise in facilitating commercial operations or ground system services, and experience with the Joint Polar Satellite System (JPSS), Geostationary Operational Environmental Satellites (GOES-R constellation), and Space Weather Follow On–Language 1 (SWFO-L1). This opportunity is for market research purposes only. Responses are due by November 3, 2025. More details are available under Notice ID: NOAA_C-EOGSS_RFI.

  • Strategic Engagement Support Services

    • The Defense Counterintelligence and Security Agency (DCSA) has released a Sources Sought notice under NAICS Code 541611 (Administrative Management and General Management Consulting Services) to identify potential vendors capable of providing Strategic Engagement Subject Matter Experts (SMEs) in support of DCSA Counterintelligence and Insider Threat initiatives. Qualified vendors will offer in-depth strategic and operational planning expertise to support the development and enhancement of National Counterintelligence (CI) efforts for the Department of Defense (DoD) and the Defense Industrial Base (DIB). Vendors will be expected to analyze and develop strategies to counter state-based and global terrorist threats, including an understanding of their efforts, intentions, and methodologies in targeting the DoD and DIB for intelligence purposes. Interested vendors should submit a written notice demonstrating their ability to meet these requirements. Responses are due by November 22, 2025. FREQUENTLY ASKED QUESTIONS

National Stock Numbers, abbreviated as NSNs, are serial numbers applied to items that are repeatedly procured, stocked, stored, and issued throughout the federal supply system.

Q: How Does the Government Determine What Items get Assigned an NSN?

  • A: Items will get assigned an NSN when it is requested by the military, certain federal or civil agencies, or international partners. The Defense Logistics Agency Logistics Information Services (DLIS) is the agency that requests are submitted to. Private industry, including manufacturers or resellers, do not have the authority to request NSNs for a given product. Generally, there are three reasons why an NSN will be assigned:
    1. When a non-stocked item is repeatedly ordered (two or more times in a 6-month period).
    2. Whenever requested by an authorized submitter.
    3. Whenever a new weapons system is developed.

Q: How Do I Access NSN Data?

  • A: There are a couple of ways to access data on NSNs, one of which is publicly accessible. This is Public Logistics Data, or PUB LOG, which is updated every 30 days. Federal Logistics Data (FED LOG) has NSN information as well, and is for federal view only.

Q: Is it Just the U.S. Federal Government that Uses NSNs?

  • A: The scope of use for NSNs goes beyond the U.S. federal government. NSNs are used by the North Atlantic Treaty Organization (NATO) as well as several other national governments. In fact, NSNs are a large part of NATO’s procurement process, and NSNs are sometimes referred to as “NATO Stock Numbers”.
