Late last year, the General Services Administration (GSA) announced its plans to consolidate the agency’s 24 Schedules into one single Schedule. On October 1, 2019 GSA will release a solicitation that will replace all 24 previous solicitations in an effort to create a more efficient acquisition solution for the federal government. Under this move to consolidate the 24 schedules, there will be three main phases:
Phase 1: (Currently underway) GSA went through the process of creating the new consolidated schedule.
Phase 2: (Begins October 1st, 2019) and is expected to be completed by January 2020) GSA will be sending out a Mass Mod to bring current contracts in line with the new consolidated schedule terms
Phase 3: (Beginning in January 2020) GSA will be targeting those with multiple schedule contracts for consolidation

New Sam.gov is Scheduled to Replace Ten Legacy Acquisition GSA Maintained Websites
The General Services Administration (GSA) is set to replace the Federal Business Opportunities, otherwise known as FedBizOpps, website by the end of 2019. This comes as ten acquisition-focused websites managed by the General Services Administration will be merged together under the new SAM.gov. The ten websites include: System for Award Management (SAM), the Federal Procurement Data System (FPDS), the grants site Catalog of Federal Domestic Assistance (CFDA), Wage Determinations Online (WDOL), Electronic Subcontracting Reporting System (ESRS), the past performance databases, the Federal Awardee Performance and Integrity Information System (FAPIIS), Contractor Performance Assessment Reports System (CPARS), and Past Performance Information Retrieval System (PPIRS), and the Federal Funding Accountability and Transparency Act (FFATA). CFDA and WDOL have already made the move and the PPIRS site was decommissioned.

Only 4 Weeks to Submit Your Contract Offer Under the Existing Solicitation
When you submit your offer determines how quickly GSA will review your offer.
Any offers submitted before September 30th will be processed under the old Schedule system
Any offers submitted after September 30th will be under the new, consolidated Schedule.
Existing Schedule holders: In January 2020, GSA will issue mass mods to incorporate the new solicitation and SINs for every existing GSA Schedule contract.
Offers submitted before September 30th will be reviewed first, so it is advisable to submit your contract before the end of the month if you are close to completion.
Offers submitted after September 30 will not likely be reviewed until early 2020, after GSA has reviewed the offers submitted prior to September 30.
The good news: although this process requires more administrative work on the front end, it is expected to greatly streamline the process and will allow contractors to easily add new SINs to their existing contracts.

FDIC Information Technology Infrastructure Support Services
The Federal Deposit Insurance Corporation is seeking support services for their IT Infrastructure. This will be an open market, multiple-award Basic Ordering Agreement, and one vendor will be selected for the initial task of Managed Services with an estimated value of $250 million. NASA Consolidated Program Support Services
NASA has released a draft RFP for the Project Coordination component of their three-part acquisition for the Consolidated Program Support Services. This potential $160 million opportunity is Woman Owned Small Business set-aside. The anticipated final RFP release date is September 12. The presoliciation can be found on FBO.gov under Solicitation Number 80MSFC19R0011.

Can I propose new services to GSA that my company hasn't completed before?
- Simply put, no. GSA will not allow contractors to propose services which they are unable to display a satisfactory history of performance under. Service based SINs on GSA require past performance examples in the form of prior SOW's and detailed technical narratives, so be sure to pull your best examples of previous contracts!
Will the upcoming Schedules Consolidation affect my VA Schedule offer?
- No, it will not. VA Schedules will continue to operate in the same manner, and proposals will still be accepted via email on a rolling basis for new offers..
