Multiple Award Schedule (MAS) Solicitation Refresh #29

In MAS Solicitation Refresh #29, GSA plans to make some significant changes. Here are the major highlights:

  • Replace Product Price Proposal Templates (PPT) with FAS Catalog Platform (FCP) Product File, and replace PPT for Services & Training with FCP Services File. This to prepare for the upcoming transition to the FCP for all contractors.
  • Add a new consolidated Economic Price Adjustment (EPA) Clause that will replace the current EPA clauses. This consolidated clause captures the same mechanisms in the current EPA clauses, and follows the temporary price flexibilities letter by removing specific time-based limitations or ceiling percentage limits.
  • Remove the 19 retired Small Business Set Aside (SBSA) Special Item Numbers (SINs). GSA is already working with contractors to ensure awarded items are represented under non-SBSA SINs on a non-SBSA contract number. 
  • Make changes to specific Large Categories and Special Item Numbers (SINs).

Transitioning to TDR: Say Goodbye to the CSP

In Multiple Award Schedule (MAS) Solicitation Refresh #28, GSA ended the Transactional Data Reporting (TDR) pilot and made TDR mandatory for all contractors who hold at least one eligible TDR Special Item Number (SIN). GSA Adding AI solutions to MAS Program 

Last month, the General Services Administration (GSA) announced the addition of major AI products from American companies to the Multiple Award Schedule (MAS). Products added included Anthropic’s Claude, Google’s Gemini, and OpenAI’s ChatGPT. This move was made in support of President Trump’s AI Action Plan, and the Administration’s wider goal of making AI tools readily available across the federal government. In their announcement, the GSA stated that all AI providers who are “committed to responsible use and compliance with federal standards” are welcome to pursue adding their products to the GSA. TDR for Beginners

Transactional Data Reporting (TDR), which for years was only a pilot program, is becoming mandatory for more all eligible contractors now. TDR is one of two types of sales reporting used in the MAS program, the other being Commercial Sales Practices (CSP). Whereas Commercial Sales Practices has contractors report their sales as a total amount under each Special Item Number (SIN), TDR has contractors report more detailed, transaction-level data such as quantity of item sold, price paid per unit, and contract number. Under TDR, contractors report sales on a monthly basis, while CSP contractors report sales quarterly.

 

While TDR may seem more burdensome, it actually results in time and cost savings for both contractors and GSA. This is because it removes the compliance requirements of Commercial Sales Practices, such as monitoring discounting practices and adhering to the Price Reductions Clause. Check here to find out if TDR is mandatory for your contract or offer. Even if you have only one SIN eligible for TDR, your whole contract/offer is subject to TDR.   • Direction Finding (DF) System Upgrade
    • The Coast Guard issued a request for information (RFI) under NAICS Code 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) to identify parties interested in providing upgraded Direction Finding (DF) system capabilities. Vendor qualifications include technical resources and expertise to support second-generation COSPAS-SARSAT beacon detection requirements; current industry practices for wideband DF systems integration across broad spectrum requirements; and experience with Common Avionics Architecture System (CAAS) integration for DF system upgrades.   • Program Management Office (PMO) Technical Assistance Contract (PTAC)

    • The Federal Aviation Administration (FAA) released a sources sought under NAICS Code 541330 (Engineering Services) to identify potential vendors capable of providing a broad set of technical and professional services to support operations in the Program Management Office (PMO) of the FAA’s Air Traffic Organization (ATO). Support is required for, but not limited to, the following mission critical programs: Air Traffic Management; Decision Support Systems; Surveillance Services; Terminal Field Operations; EnRoute and Oceanic Second Level Engineering; Communications, Information & Network Programs; and additional programs within the FAA. These programs require ongoing maintenance, upkeep, and enhancements through the transition, integration, and implementation of the National Airspace System (NAS) modernization and transition to the next generation Air Traffic System. In the fast-paced, competitive marketplace of federal procurement, it’s imperative that contractors utilize high impact tools like a capabilities statement to stand out among the competition. Below are some frequently asked questions regarding government-targeted capabilities statements.

Q: What Should Be Included in a Capabilities Statement?

  • A: There are some key ingredients you should include in a strong capabilities statement, listed below:
    • Core Competencies: Tie your core competencies to the needs of the agency that you’re targeting.
    • Past Performance: List relevant past customers, prioritizing government work over commercial work.
    • Differentiators: Clearly state the value of using your company over others.
    • Corporate Data: Include information on your company that is relevant to government buyers, such as business size (small, large, any SBA-designations), UEI, NAICS Code, CAGE code, GSA Schedule contract number, and contact information.

Q: Should I Have Just One or Multiple Statements?

  • A: Your statement can have some core components that stay the same, but you should tailor your statement to targeted government agencies, especially at the bid level. This could look like changing what past performance examples you use to maximize relevance, or revising how you describe core competencies and differentiators to directly address the procurement needs of the target federal entity. As you tailor your statement in this way, it’s important that you revise information rather than add information; in other words, be careful that your capabilities statement doesn’t become too long and risk losing the attention of the reader.

Q: Where Should I Display a Government Capabilities Statement?

  • A: Your government capability statement should be included on static documents such as your GSA Schedule terms and conditions pricelist, and your website. It should also be attached to bid documents, even if not required in the solicitation. Have a capability statement printed and ready to go for opportunities such as industry days and networking events.
