GSA to Release MAS Solicitation Refresh #33 in September

GSA is planning several updates to the MAS Solicitation through Refresh #33, which is anticipated to be issued in September. Key updates include revisions to SCP-FSS-001 (Instructions Applicable to All Offerors), such as:

  • FASt Lane program eligibility is expanding to all Large Categories and will no longer be limited to just offerors within the Information Technology Category.
  • A new supply chain risk management (SCRM) GSAR Provision (552.540-70) will be incorporated to strengthen GSA’s evaluation of supply chain risks associated with offerors’ products and services.
  • FAR Class Deviation CD-2026-03 will be implemented, which eliminates the Trade Agreements Act exemption previously applicable to Federal Prison Industries, Inc. and AbilityOne Participating Nonprofit Agencies.

Other changes to the MAS Solicitation include new guidelines for product substitutions, and revised descriptions and instructions for a few Special Item Numbers (SINs) within the Facilities, Travel, and Miscellaneous Large Categories.

Contractors must accept Refresh #33 within 90 days of its release through the Mass Modification system. Additional information regarding Refresh #33 can be found in our latest blog.

CRITICAL INFORMATION

First TDR Sales Report Was Due August 30th for Newly Transitioned Contractors

On July 1st, 2026, all MAS contracts transitioned to TDR, and the first monthly sales report was due on August 30th, 2026. As a result, Commercial Sales Practices (CSP), Most Favored Customer (MFC), and Basis of Award (BOA) disclosures are no longer required. Additionally, contractors are no longer required to track Price Reductions Clause violations.

 

Similar to previous quarterly sales reporting, TDR reporting is completed through the Sales Reporting Portal (SRP). Sales reports are due by the 30th of each month and only include sales from the previous month. GSA has implemented a grace period for contractors that transitioned to TDR between October 1, 2025, and July 1, 2026. The grace period is in effect through December 31, 2026. If your sales reporting is flagged for compliance issues during this time, you will not be penalized. For more information on how to complete a TDR sales report, check out our blog. 

SBA Proposes Major Changes to Small Business Size Standards

Late last month, the Small Business Administration (SBA) released their plans to adjust small business size standards and change the methodology of how they're measured. With these proposed changes, the SBA estimates an additional 114,500 business will qualify for small business certification. The SBA is accepting comments from industry through September 21, 2026. Don't Forget About Government Capabilities Statements

A government capabilities statement is a powerful tool in marketing your company. It is a one-page document that summarizes your core competencies, differentiators, past performance, and other information such as NAICS and CAGE Codes. A statement may be required as part of a solicitation, but it’s also advantageous to have one readily available for potential buyers when the opportunity arises. Ensure that the statement is specific yet concise, speaks directly to your unique offerings, and is tailored to the mission of the agency receiving the statement. A capabilities statement should be paired with other marketing tools, such as a dedicated page on your website for government customers, to successfully capture new opportunities. Department of the Navy – LOGISTICS ANALYST (TOA SUPPORT) AND ADMINISTRATIVE ASSISTANT SERVICES Sources Sought

  • The Navy is issuing a Sources Sought Notice for the procurement of professional logistics and administrative support services to ACB-1 and its affiliated subordinate units under Naval Beach Group ONE (NBG-1). The primary scope involves logistics support and travel administration and support.

    Responses are requested by September 7th.

Department of the Navy - Human Performance Optimization (HPO) Model RFI 

  • The Navy is issuing a Request for Information (RFI) to establish a thorough baseline of resources and capabilities available to support the development, implementation, and evaluation of human performance programs. The Navy fitness program aims to explore and consider integration of state-of-the-art technologies, such as artificial intelligence (AI), machine learning, and immersive virtual platforms, to optimize decision-making, foster greater collaboration, and enhance overall productivity among Human Performance Optimization (HPO) and Navy Fitness personnel. Responses are due by September 14.

TOTAL ENGINEERING AND INTEGRATION SERVICES (TEIS) IV On-Ramp Opportunity

  • The Department of the Army has released its Solicitation for Total Engineering and Integration Services (TEIS) IV program, which is intended to provide information systems engineering and information technology support services to United States Army Information Systems Engineering Command (USAISEC). The services will include engineering related activities in support of all aspects of information and communication systems. Responses to this Solicitation is due by October 7, 2026.

In June 2026, NASA announced the initial awards for the long-awaited SEWP VI contract. As one of the federal government's top IT acquisition vehicles, many contractors are looking to get involved with SEWP VI. Below are some of the most frequently asked questions about NASA SEWP VI.

Q: What is NASA SEWP VI?

  • A: NASA Solutions for Enterprise-Wide Procurement (SEWP) VI is a Government-Wide Acquisition Contract (GWAC), that offers Information Technology, Communications, and Audio/Visual (ITC/AV) products and services. Don’t be fooled by the name—SEWP VI is managed by NASA, but all federal agencies are eligible to purchase through the contract vehicle. SEWP VI contracts have a 10-year ordering period, from November 1, 2026 through October 31, 2036.

Q: What is the scope of NASA SEWP VI?

  • A: NASA SEWP VI focuses Information Technology, Communication and Audio Visual (ITC/AV) related products and services, split across three categories. Category A includes general ITC/AV product based services, such as hardware and software products and cloud-based solutions. Category B centers around Enterprise Wide ITC/AV service solutions, fulfilling large-scale requirements such as enterprise-wide network, cybersecurity, and cloud services. Category C covers Mission-Based ITC/AV services. These are specialized professional services that support specific mission requirements.

Q: How can I participate in NASA SEWP VI without a prime contract award?

  • A: If you don’t have a prime contract award, you can still sell through SEWP by partnering with an existing contract holder. Many contract holders are already looking for other businesses to partner with on SEWP.
