GSA Helps Local Law Enforcement with the War on Drugs
In order to win the war on drugs, all government agencies must heed the call for an “All-Hands” on deck kind of approach if our country is to be successful. The General Services Administration working through Section 1122 of the 1994 National Defense Authorization Act that established the authority for States and units of local government to purchase law enforcement equipment through Federal procurement channels, provided that the equipment is used in the performance of counter-drug activities. GSA Schedule holders have equipment and resources that can aid our State and local law enforcement in these counter-drug activities by selling key services and products at a cost that is offered only to the Federal Government. Law enforcement agencies purchasing in this manner can potentially save thousands of dollars when purchasing this vital equipment in fighting the drug war.
Each state participating in the 1122 Program designates a State Point Of Contact (SPOC) to administer the state’s activities under the program, by validating the counter-drug mission of each procurement request, and ensuring the availability of funds. The SPOCs are responsible for receiving all orders from state and local government entities, and for determining that the items will be used for counter-drug activities. For items under GSA Schedules, the SPOCs will send all orders directly to the Schedule contractor; payment will also be made directly to the Schedule contractor.
The authority for the “1122 Program” resides with the Department of Defense. The U.S. Army, as the Executive Agent of the program, has approved certain equipment included in GSA Schedules. The 1122 Program is voluntary for both SPOCs and Schedule contractors; i.e., contractors have the option as to whether to accept or reject an order from a SPOC.
Every state participating in the 1122 Program has a SPOC who must approve all orders prior to submitting them to a GSA Contract holder for purchase. In order for the GSA Schedule contract holder to sell to the State or local law enforcement agency special language must be on the purchase order from the ordering activity.
