The One Acquisition Solution for Integrated Services (OASIS) RFP Released

Yesterday, March 28^th, the draft RFP’s for OASIS were released for public review and comment. Furthermore, on the OASIS Industry Community board it was stated that the General Services Administration (GSA) is tentatively planning an industry day on May 13^th.

Detailed below is information regarding OASIS which is particularly important if your company is interested in developing a proposal to utilize OASIS.

• OASIS is not a Government-wide Acquisition Contract (CGWAC) since it is not an IT contract
• OASIS is divided into two contracts – OASIS Small business, a small-business set-aside contract, and an unrestricted contract that includes 50% small business contracting goals.
• There will be two separate evaluating teams working simultaneously to evaluate the proposals
• Even though there will be separate functional areas once a company is awarded an OASIS contract, they are able to bid on any task order that comes out – the company is not regulated to only bid on a limited functional area
• Only the prime contractor will be evaluated on OASIS; they will not be evaluated as a team

Along with this information, the Director of OASIS does not want companies to lock in exclusive teaming arrangements before any task orders come out. Regarding how OASIS will evaluate, they also stated that if companies get together to form a JV to solely go after OASIS, the JV will not have any past performance to evaluate to receive an OASIS award. In addition, the director stated that one of the main criteria that they will be looking for in proposals is the company’s management experience of managing a team.
