Breaking Down PACTSII

This is the eighth installment of our ten-part Government Wide Acquisition Contract (GWAC) series written by Winvale’s Government Analysis team of experts. Today, we will cover everything you need to know about the Program Management, Administrative, Clerical and Technical Services ii (PACTS II) GWAC.


What is PACTS II?

The Department of Homeland Security’s (DHS) PACTS II is a Department-wide service contract for acquiring non-IT service solutions. PACTS II strives to offer 100% set-asides for Service-Disabled Veteran Owned Small Businesses (SDVOSB).

The current DHS PACTS contract ran from FY 2009 - FY 2015.  DHS PACTS will provide a wide range of services for DHS through four comprehensive functional categories. These categories are in the graphic below and are non-IT related.

PACTS II Categories

 

These categories will include a full range of services, including:

  • strategic planning
  • program assessment
  • project management
  • logistics support
  • contingency planning,
  • resource management
  • change management
  • acquisition support
  • studies and analyses
  • space planning
  • clerical and secretarial support
  • risk assessments

The current DHS PACTS contract has generated over $494,143,589 since 2012, across five NAICS codes. 69% of the total spend has been generated on NAICS Code 561110 - Office Administrative Services. A complete analysis of the five NAICS code can be seen below in the chart.

The contractor awarded the DHS PACTS averaged $20,589,316 since 2012. While the top nine contractors have generated $9 million plus.
