By now, government contractors have probably experienced a flurry of information regarding GSA’s consolidation of the Multiple Award Schedule. From deadlines to new SINs and new solicitations, there’s certainly no shortage of Consolidation notices floating around for GSA contractors. Winvale is here with your weekly blog post to keep you up to date with the latest in MAS Consolidation and everything you need to know about how this process will affect your company’s GSA business.
GSA’s new consolidated MAS solicitation was released this morning on FedBizOpps and their own eOffer/eMod site. The physical solicitation has been a long time coming and we have been counting down the hours until its release. Well, it’s finally here and there are some BIG changes.
As of 10/1/2019, the 24 legacy solicitations are invalid for new offerors. If you are submitting a new Multiple Award Schedule offer, you must utilize the newly released MAS solicitation. This means that companies will now classify their offer by Large Category letter, rather than Schedule number. For example, an IT Services firm that would have previously submitted a GSA MAS offer under Schedule 70 would now submit an offer under the MAS Consolidated solicitation, Large Category F: Information Technology. A full list of Large Category classifications can be found in Fig. 1 below.

Along with new Category classifications come new SINs. With this consolidated solicitation, GSA has transitioned the Multiple Award Schedule program from over 900+ SINs to just over 300. Part of GSA’s efforts with this consolidation initiative is to eliminate duplication across multiple SINs/Schedules, hence the removal of around 600 SINs. SINs will now map directly to NAICS codes, and the new numbers will mirror the corresponding NAICS codes verbatim across the board. A full list of the new SINs and their corresponding NAICS codes can be found within each Large Category’s attachment document on FedBizOpps and GSA’s eOffer/eMod website.
Overall, there have been minimal updates to the requirements for a GSA MAS offer in terms of documentation required outside of the new SIN/Category designations. Offerors will still be required to submit attachments including (but not limited to):
The most important change for new offerors will be determining where your company fits within the new consolidated MAS solicitation.
If you are a current GSA Schedule holder, there are no changes to your contract as of today, 10/1/19. However, you will start to see some changes in January 2020. Current Schedule holders will be part of “Phase II” of GSA’s consolidation initiative. GSA has noted that through this transition, they do not anticipate any negative impact whatsoever to current small business industry partners and they would like to ensure that your current contract’s scope will not change.
A mandatory acceptance mass modification will be released in January 2020 to transition your current contract to the streamlined terms and conditions of the new consolidated solicitation and the applicable large categories and subcategories. SIN numbers on your current Schedule contract will be updated to correspond with the new NAICS code-mirroring SINs.
“Phase III” of the consolidation process will only apply to contractors who currently hold more than one GSA Schedule contract. During the same time period that single Schedule-holders will transition their contracts, multiple schedule-holders will work with an assigned GSA Contracting Officer in order to establish one consolidated contract which will incorporate all applicable Large Categories and subcategories. Contractors will be required to select the appropriate preponderance of work NAICS code for their overall business which most accurately represents their business size based on its overall sales volume through the MAS program. GSA is anticipating a transitional period throughout this phase as contractors work with GSA to eventually combine multiple Schedules into one consolidated MAS contract with a streamlined set of terms and conditions. Winvale strongly recommends that current GSA Schedule holders review the new consolidated MAS solicitation to determine which Large Categories and subcategories will apply to your transitioned contract.
