You won’t have to add this to your Christmas list because it’s already on its way—GSA announced this week they are launching Phase II of the OASIS+ Professional Services contract vehicle. GSA plans to tentatively open the solicitations on or around January 12, 2026, and add five new domains for a total of 13 domains. This is a big deal for companies in the professional services industry, so let’s review the plans for OASIS+ Phase II and what we know so far.
OASIS +, or One Acquisition Solution for Integrated Services (OASIS)+ is a Best-In-Class (BIC) Indefinite Delivery Indefinite Quantity (IDIQ) contract for non-IT professional services. This vehicle is run by GSA’s Office of Professional Services and Human Capital Categories (PSHC). OASIS + was created to give government agencies easy and efficient access to innovative services from highly qualified businesses. OASIS+ plays an integral role in the Trump Administration’s Executive Order to save taxpayer money and eliminate waste, so GSA has been prioritizing this vehicle for some time.
In 2024, GSA announced awards for Phase I of OASIS+, which included eight domains across six different contracts consisting of small business socio-economic set-asides and unrestricted contracts. These contracts are:
Earlier this year, GSA released an RFI announcing their intention to release Phase II in the near future that would include all of these contracts, but expand the scope of the vehicle. Let’s review what we expect to see in Phase II of OASIS+.
In OASIS+ Phase II, GSA plans to open up six solicitations (one for each of the contracts listed above) across 13 different domains. These domains consist of the eight from Phase I and five additional domains.

It’s important to note that you don’t have to cover all these domains to go after this vehicle, you can apply for any that you have the qualifications and past experience for.
These features are not necessarily unique to Phase II, but if you are new to the vehicle and looking to on-ramp soon, here’s what you need to know:
Many of our clients ask if you can go after OASIS+ if you do not have previous government experience, or are not yet a part of the Multiple Award Schedule (MAS) Program.
You do not need to have a GSA Schedule to participate in OASIS+, nor do you need previous government experience. However, you do need to have relevant past performance for each domain you plan to go after. You can also get both a GSA Schedule and an OASIS+ award. It just depends on your company’s strategy and bandwidth. You can learn more about the differences between OASIS+ and MAS in our blog.
GSA plans to release the six solicitations for Phase II on or about January 12, 2026. Until then, GSA tentatively plans to release a pre-amendment notice on SAM.gov around December 16, 2025. This will include draft score cards for all the domains. Once the six solicitations are released, continuous proposal submission will be allowed, as well as rolling awards.
