OASIS+ Phase II FAQs

GSA is gearing up to open Phase II of the OASIS+ Professional Services contract, and they are considering feedback from industry before they release the final solicitation. In July 2025, GSA’s Office of Professional Services and Human Capital Categories (PSHC) closed the Request for Information (RFI) for Phase II of OASIS+. GSA received over 1200 responses and over 240 questions in this RFI, so let’s review the Q&A and what we know about the upcoming OASIS+ Phase II so far.
How Will OASIS+ Phase II Proposals Be Evaluated?
OASIS+ proposals will be evaluated using domain-specific Qualifications Matrices that match each domain’s unique requirements. It’s important to note that proposals are evaluated against the objective standards and not compared to other proposals. This contract is not about other competition but rather having the proper qualifications and past performance. The key evaluation tool used is the OASIS+ Qualifications Matrix, also called the Scoring Table.
Is There a Limit on OASIS+ Phase II Awards?
There is no limit on contract awards for OASIS+. Any qualifying proposal will receive an award within their respective contracts. The contracts (also referred to as pools) are:
- Unrestricted contract
- Small Business contract
- SBA-Certified 8(a) contract
- SBA-Certified HUBZone contract
- SBA-Certified Service-Disabled Veteran-owned contract
- SBA-Certified Women-owned contract

Will the Same Domains from OASIS+ Phase I Be Open in Phase II?
Right now, GSA is considering industry feedback and market research to determine the domain structure for Phase II of OASIS+. GSA could add new domains, on-ramp new contractors to the pre-existing domains, or even allow existing contractors to add new domains via contract modifications. There are some specific domains that GSA is considering for Phase II:
- Business Administration
- Financial Services
- Human Capital
- Marketing and Public Relations
- Social Services
Will there Be Set-Aside Contracts in OASIS+ Phase II?
Yes, GSA plans to keep the six current OASIS+ contracts, which include five contracts set-aside for small businesses. These are:
- Small Business contract
- SBA-Certified 8(a) contract
- SBA-Certified HUBZone contract
- SBA-Certified Service-Disabled Veteran-owned contract
- SBA-Certified Women-owned contract
Do You Need Previous Government Experience to Submit an OASIS+ Proposal?
No, the OASIS+ vehicle has a comprehensive source selection process that allows companies without prior direct federal contracting experience to apply. Commercial and state/local government experience can be used in the OASIS+ evaluation, especially under the Qualifying Project (QP) experience category.
Will Additional NAICS Codes Be Added in OASIS+ Phase II?
There is currently no plan to change North American Industry Classification System (NAICS) Codes, but GSA is looking to add five new domains (mentioned above as well): Business Administration, Financial Services, Human Capital, Marketing & Public Relations, and Social Services. If added in Phase II, these additional domains will come with associated functional areas, subareas, and NAICS Codes.
Do I Need Relevant Experience for Each OASIS+ Domain?
No, you can submit relevant experience for the domains you are looking to propose an offer for. You can propose an offer for multiple domains, but each one is evaluated separately.
Can I Submit OASIS+ Proposals Under Multiple Domains?
Yes, you can. As mentioned above, just make sure you match your past performance and other qualifications to each specific domain. You wouldn’t send the exact same cover letter to multiple companies. For example, if you are proposing under NAICS 541611 for “Domain A”, you need to demonstrate experience relevant to “Domain A’s” definition and evaluation criteria. Experience from NAICS 541611 may relate to “Domain A” and “Domain B”, but to qualify, you must submit relevant experience for each domain independently. They may have different requirements and evaluation criteria.
Can I Submit a Phase II OASIS+ Proposal as a Subcontractor?
Yes, experience as a subcontractor can be used to qualify for the OASIS+ vehicle. The solicitation will give you specific instructions on how you can use your subcontractor experience to be considered as part of a qualifying project.
Can I Submit an OASIS+ Proposal as a Multiple Award Schedule (MAS) Contractor?
Yes, you can. While both are managed by GSA, they are separate contracting vehicles. It may make sense for your company to go after both, or just stick to one, depending on your offerings and business strategy. The MAS Program offers IT and non-IT professional services through one of their 12 Large Categories. OASIS+ is a more focused vehicle and is for non-IT and highly specialized integrated services (meaning the coordinated delivery of multiple services across several domains) only. Is there a Specific Timeline for OASIS+ Phase II?
No, there is no timeline currently. In the RFI Q&A, GSA said they don’t have any firm decisions or timelines. All decision and timeline updates will be posted on SAM.gov, gsa.gov/OASIS-plus, and the GSA OASIS+ Interactive Community.
