Over the past 2 months, GSA has been releasing both socioeconomic small business and unrestricted awards for the OASIS+ contract. OASIS+ is a professional services Indefinite Delivery, Indefinite Quantity (IDIQ) replacing GSA’s One Acquisition Solution for Integrated Services (OASIS) contract vehicle. OASIS+ will support GSA’s Federal Acquisition (FAS) Office of Professional Services and Human Capital Categories (PSHC). In this blog, we’ll talk about the recent updates and everything you need to know about this contract.
If you have submitted a response to OASIS+ and are patiently awaiting award notices or have recently received one, you are most likely well versed in this contract. But if this is new territory for you and you’d like to learn more about OASIS+ when it reopens in Fiscal Year 2025, here’s a little background.
As mentioned above, GSA’s OASIS vehicle is sunsetting and OASIS+ was created to replace it. While it’s not the exact same vehicle and includes some updates and more flexibility, it serves the same function—giving agencies quick access to innovative services from qualified contractors. This contract will include small business set asides.
Currently, there are eight domains that make up the scope of OASIS+ phase I:
When phase II is rolled out in the future, at least 5 domains will be added, including:
The new OASIS+ website is up and running including buyer and seller information. On this site, you’ll find:
And of course, the awards which is what we’re all really here for.
In October and November, GSA announced the first phase of OASIS+ socioeconomic small business award decisions. This includes:
Women-Owned SB (WOSB) businesses
In December, GSA announced Unrestricted award decisions for the first and second rolling group. The awards covered the following domains:
This cycle of rolling awards will continue until all awards are made. If an offeror hasn't been notified of their award status, their offer is still being evaluated.
Ordering under the fair opportunity pools and the unrestricted program was made available in GSA eBuy on December 20, 2024.
You may be wondering—what if I didn’t submit an OASIS+ response last year? GSA plans to reopen OASIS+ solicitations in FY 2025. GSA encourages prospective offerors to continue working on their proposals to be ready to submit when the solicitation reopens.
As the award dates get closer, contractors who have submitted responses to OASIS+ or those who are interested in taking advantage of the on-ramping in the future are wondering how this new contract will be different from the legacy.
First, let’s talk about how the two are similar:
However, with this new vehicle, GSA wanted to improve upon the legacy OASIS and make changes that will make the procurement process smoother for government buyers and contractors alike.
Unlike the legacy OASIS, OASIS+ will have the following differences including, but not limited to:
