GSA is expected to release awards soon for the highly anticipated OASIS+ contract. OASIS+ is a professional services Indefinite Delivery, Indefinite Quantity (IDIQ) replacing GSA’s One Acquisition Solution for Integrated Services (OASIS) contract vehicle. OASIS+ will support GSA’s Federal Acquisition (FAS) Office of Professional Services and Human Capital Categories (PSHC). In early July, GSA announced on Interact the general awards timeline along with updated buyer and seller information. In this blog, we’ll talk about the recent updates and everything you need to know about this contract.
If you have submitted a response to OASIS+ and are patiently awaiting award notices, you are most likely well versed in this contract. But if this is new territory for you and you’d like to learn more about OASIS+ when it reopens in Fiscal Year 2025, here’s a little background.
As mentioned above, GSA’s OASIS vehicle is set to sunset later this year in 2024, OASIS+ was created to replace it. While it’s not the exact same vehicle and includes some updates and more flexibility, it serves the same function—giving agencies quick access to innovative services from qualified contractors. This contract will include small business set asides.
Currently, there are eight domains that make up the scope of OASIS+ phase I:
When phase II is rolled out in the future, at least 5 domains will be added, including:
The new OASIS+ website is up and running including buyer and seller information. On this site, you’ll find:
And of course, a timeline which is what we’re all really here for.
Right now, GSA is finalizing proposal evaluations and plans to make contract award announcements through Q4 of the 2024 Fiscal Year (FY) and early Q1 of FY 2025. Since the federal government FY is different than calendar year, Q4 runs from July through September, and Q1 is October through December. The goal is to have an overlap between the legacy OASIS and OASIS+ programs to make the transition as seamless as possible.
GSA will begin award notifications with the 100% Total Small Business contracts. The OASIS+ socioeconomic contract families (HUBZone, SDVOSB and WOSB) and the OASIS+ Unrestricted contracts will follow.
You may be wondering—what if I didn’t submit an OASIS+ response last year? GSA plans to reopen OASIS+ solicitations in FY 2025 and will be continuously open from that point on to receive offers.
As the award dates get closer, contractors who have submitted responses to OASIS+ or those who are interested in taking advantage of the on-ramping in the future are wondering how this new contract will be different from the legacy.
First, let’s talk about how the two are similar:
However, with this new vehicle, GSA wanted to improve upon the legacy OASIS and make changes that will make the procurement process smoother for government buyers and contractors alike.
Unlike the legacy OASIS, OASIS+ will have the following differences including, but not limited to:
