The end of the Fiscal Year (FY) is a great time to reflect on trends in federal government spending and identify which services and products are receiving increased investment. While FY2025 for the federal government ended on September 30, 2025, it takes some time for the numbers to be reported and cataloged. In this blog, we’ll take a look at the top North American Classification System (NAICS) Codes in FY2025 under GSA MAS Schedule contracts, along with the number of contractors in each NAICS Code and the top ten industries overall in the federal government.
The North American Industry Classification System (NAICS), established in 1997, is the standard for collecting, analyzing, and publishing data on businesses within the U.S business economy. Reviewing the top NAICS Codes for FY2025 can give your business valuable insight into where the government is allocating funds and how your products or services can best support federal needs.
Using GSA’s Schedule Sales Query Plus (SSQ+), we created a table of the top NAICS Codes and top industries in FY2025 to give you a better understanding of the government’s spending trends.

For GSA MAS Schedule contracts, the federal government spent over $50 billion in FY2025, which reflects a slight decrease from FY2024. However, spending in the top four NAICS Codes increased significantly by about $3.1 billion.
The top NAICS Codes for FY2025 also shifted compared to FY2024. In 2024, NAICS 541519 - Other Computer Related Services was the second most popular NAICS Code, but it rose to the top of the list this past fiscal year, replacing NAICS 511210 – Software Publishers, which moved to third. Additionally, NAICS 561599 – All Other Travel Arrangement made the list for FY2025 at eighth place, replacing NAICS 541614 – Process, Physical Distribution, and Logistics Consulting Services, which held sixth place in FY2024. Government spending in the top three NAICS Codes also saw a substantial increase, with more than $6 billion allocated across the top four NAICS Codes.

The top industries remained the same in FY2025 as they were in FY2024, with Travel and Lodging and Office Management switching places on the list. These Large Categories have stayed consistent across fiscal years, with the top 10 NAICS Codes largely representing IT and Professional Services. While these rankings highlight major spending trends, the federal government’s priorities continue to shift. This is not a definitive list of all federal spending, and contractors outside these top industries can still find success in the federal marketplace.
Shifting gears, we used data from USASpending.gov to create a table showing the federal government’s spending across all acquisition contracts over the past 3 years. This table includes contractors under Government-Wide Acquisition Contracts (GWACs), Indefinite Delivery/Requirements, Indefinite Quantity (IDIQ), and Definite Quantity contracts, as well as Federal Supply Schedule (FSS), Basic Ordering Agreements (BOA), and Blanket Purchase Agreements (BPA).

Understanding your market is one of the most important factors when selling products or services under your GSA MAS Schedule contract. Trends in the number of contractors vary across the NAICS Codes on this list, but it’s still crucial to know how saturated the market you’re targeting is. Another key aspect of understanding the market is reviewing how much the government is spending within a specific NAICS Code. While some NAICS Codes could seem oversaturated, it could be offset by federal government spending. As shown above, the government spent more than $6 billion in the top four NAICS Codes, so these markets could still be worth pursuing even if they have many contractors already.
