General Services Administration’s (GSA’s) One Acquisition Solution for Integrated Services Plus Phase II, or OASIS+, has been out for over half a year now and activities are ramping up.

OASIS+ Phase II is fully underway now with rolling admissions that started in January 2026. OASIS+, short for One Acquisition Solution for Integrated Services +, is GSA’s premier Best-In-Class (BIC) contracting vehicle for highly complex, non-IT professional services.

In January 2026, General Services Administration (GSA) released the Solicitation for Phase II of One Acquisition Solution for Integrated Services +, or OASIS+. Phase II is an expansion of the scope of Phase I by adding 5 new domains to the original 8, and by implementing continuously open, rolling admissions (for now). These changes represent a major change to how OASIS+ will fit into the overall strategy GSA has to centralize and streamline federal government procurement.

OASIS+, or One Acquisition Solution for Integrated Services +, recently wrapped up the final Phase I contract awards and released the first batch of Phase II contract awards. Phase II began on January 12, 2026, and is still in early stages of rolling admissions. As many offerors discovered in Phase I, the contract proposal process is not easy. This article will tackle one of the most important, and often confusing, components of that proposal process: selecting a Qualifying Project (QP).

GSA announced its “OneGov Strategy” for modernizing procurement in the federal government in April 2025, making it one year since it was initially launched. OneGov is intended to align with Executive Order 14240 Eliminating Waste and Saving Taxpayer Dollars by Consolidating Procurement and EO 14271 Ensuring Commercial, Cost-Effective Solutions in Federal Contracts that came out early 2025 and direct how the government should be organizing procurement and cost-saving efforts.
