FAS Catalog Platform (FCP) 101

With all the recent changes happening at GSA, it can be hard for contractors to keep up with the new requirements. As of MAS Refresh #29, newly awarded contractors will manage their catalogs in the FAS Catalog Platform (FCP) once they receive their “Welcome to FCP” email. Additionally, all current GSA contractors are expected to transition to FCP in the future. In this blog, we’ll cover what the FAS Catalog Platform (FCP) is, important dates to keep in mind, how to get started in FCP, and key changes related to reporting products and services.

What is the FAS Catalog Platform (FCP)?

The FAS Catalog Platform (FCP) is a web-based application designed for MAS contractors to manage both product and service catalog data, and have a more streamlined process when reporting product and service catalog data. FCP replaces the Schedule Input Program (SIP) and Electronic Data Interchange (EDI), and integrates with existing contracting systems like eMod, FSS Online, and GSA Advantage. Additionally, FCP will replace the Price Proposal Template (PPT) used for products and services. Products sold on GSA Advantage will now use the Product File, while services published to a price list will use the Services Plus File (SPF).

Important Dates to Follow for FAS Catalog Platform (FCP) Access

GSA has advised newly awarded contractors not to load catalog data into SIP or EDI-832, and to wait for the “Welcome to FCP” email sent by GSA. Contractors with already awarded contracts should continue to manage their catalogs through SIP or EDI until they receive the “Welcome to GSA” email. FCP access will follow the schedule below:

• Awards made August 28 – October 7 will be eligible for FCP access on October 14, 2025
• Awards made October 7 – November 5 will be eligible for FCP access on November 11, 2025
• FCP access for awards made after November 5 has not been released yet, but the intent is for access to follow the award immediately
• Awards made prior to August 28 will be moved to FCP via the bulk onboarding process and will receive a 28-day email notice with more details

FCP eligibility has been rolling out since FY25, with greater onboarding rates and opt-in options becoming available as the GSA acquisition workforce becomes more familiar with the platform.

What is a Baseline Catalog Modification?

The Baseline Catalog modification is a one-time catalog replacement action that contractors must complete to establish a comprehensive representation of their contract catalog within the FAS Catalog Platform (FCP). The modification is a new eMod subtype and requires a Product File or Services Plus File (SPF) containing all items on the contract. Please keep in mind that contractors under Transactional Data Reporting (TDR) are not required to complete any fields regarding Most Favored Customer (MFC).

Key Changes: Overview

Contractors should be aware of several key changes during the rollout of the FAS Catalog Program (FCP), including:

• Integrating with eMod and systematically linking catalog actions to contract modifications
• Automating error and business rule validations
• Automating the Compliance & Pricing (C&P) Report and providing it in response to all Product Files
• Auto-publishing price lists using the Services Plus File, removing the need to update T&C files with every contract modification
• Sending labor categories to the CALC+ tool to increase visibility to GSA customers
• Sending catalog details to the Sales Reporting Portal
• Providing the C&P directly to vendors for addressing deficiencies prior to modification submission
• Requiring modifications for Temporary Price Reduction (TPR) actions
• Publishing deletes to GSA Advantage while awaiting approval
• Introducing a new on-screen Seller Profile for managing vendor information published to GSA Advantage

Key Changes: Products

The new Product File consolidates and replaces both the Price Proposal Template (PPT) and the Schedule Input Program (SIP) template. Its purpose is to reduce data entry and minimize discrepancies in data, while including all necessary information for contractors publishing products on GSA Advantage.

The Product File also integrates with eMod. Contractors are directed to FCP via eMod to upload the Product File, and once approved, products will be published to GSA Advantage to ensure alignment between the contract and GSA Advantage listings.

Key Changes: Services

The new Services Plus File (SPF) consolidates and replaces the Services and Training Price Proposal Template (PPT). The SPF is connected to the FAS Sales Reporting Portal (SRP) and captures all necessary information to automatically publish the price list. The SPF separates the Price List from the Terms and Conditions File, streamlining the workflow and automating the Price List. This eliminates the need for manual uploads and ensures that vendors and customers always have access to the most current pricing information.

How to Get Started in the FAS Catalog Platform (FCP)

Before contractors can begin using the FCP, they must register their contract with the Vendor Support Center (VSC). Registering in VSC ensures your contract appears on GSA eBuy. Once registered, contractors can access the FCP. The first step in the FCP is reviewing your Seller Profile, including confirming whether you offer products, services, or both. If this step is incomplete, you won’t be able to proceed with the Baseline Catalog modification submission. After the Seller Profile is approved, you must complete a Baseline Catalog modification. If your company offers both products and services, you’ll need to complete Baseline Catalog modification action for each. You’ll know the action is complete when a green checkmark appears next to it in the FCP.
