Here’s What You Need to Know About GSA Multiple Award Schedule (MAS) Solicitation Refresh #29

Whether you’ve been a GSA Multiple Award Schedule (MAS) contractor for a few months or several years, you’re no stranger to changes within GSA by now. GSA often pushes out regular updates to the MAS Solicitation, but with the Trump Administration enacting major changes to federal procurement, we are seeing a lot of Solicitation Refreshes. The newest MAS Refresh #29 is expected to be released by the end of August 2025. Once it’s out, you’ll need to review and accept the Mass Modification within 90 days, so here’s everything you need to know about the upcoming changes to the Solicitation.
Changes to the Overall MAS Solicitation
GSA plans to make several updates to the MAS Solicitation overall. Here’s a summary of what’s in store, and we’ll go into more detail on some of the bigger actions below:
- Replace Price Proposal Templates (PPTs) with their respective FAS Catalog Platform (FCP) Files in anticipation of the upcoming FCP transition
- Add a new consolidated clause, GSAR 552.238-210, Economic Price Adjustment Federal Supply Schedule (FSS) Contracts to streamline the price adjustment process
- Complete the transition of the 19 retired Small Business Set-Aside (SBSA) SINs and remove them from the MAS Solicitation.
- Include relevant clause and provision updates in GSAR Change 187
FAS Catalog Platform (FCP)
To prepare for the upcoming FCP transition, the Price Proposal Template (PPT) for Products will be replaced by the FCP Product File, and the PPT for Services & Training will be replaced by the FCP Services Plus File. Additionally, the PPT for 541930 Translation and Interpretation Services SIN and the 611630 Linguistic Training and Education SIN will be replaced by the FCP Services Plus File.
All new MAS offerors must use these new FCP templates, except for the SINs that require specific PPTs listed below:

- 531110
- 561599L
- 561510
- 561599
- 4PL
- 485
- 532112
- 492110
- 492210
- 532111
- 481211O
- 481211B
In terms of modifications, contracts awarded using FCP templates must use the same ones in future mods. If you have an existing contract that was awarded under a legacy PPT or a SIN-Specific PPT, you will continue to use those for modifications until your transition to the FCP happens.
Additionally, GSA is adding the following note to GSAR 552.238-103 ELECTRONIC COMMERCE (MAY 2019) underlining that contractors must follow GSA’s established catalog requirements. The note reads:

New Consolidated Economic Price Adjustment (EPA) Clause
The long awaited Economic Price Adjustment (EPA) Clause consolidation is finally here. GSA is adding a consolidated clause: GSAR 552.238-210, Economic Price Adjustment Federal Supply Schedule (FSS) Contracts, to make price adjustments more standardized across all FSS contracts.
This clause will replace and eliminate the legacy EPA clauses 552.216-70 and I-FSS-969. The idea for this consolidation is that it will streamline the price adjustment process and give Contracting Officers (COs) and contractors more flexibility. This clause does not include specific time-based limitations or ceiling percentage limits which mirrors the pandemic triggered temporary price flexibilities letter.
Mechanisms in this new EPA clause include:
- Adjustments based on fixed escalation rates
- Adjustments based on a market index or other basis
- Adjustment based on established pricing
- Pricing must be dated, existing, standalone, and not prepared solely for the government
- Adjustments based on unforeseeable significant changes in market conditions
It’s important to note that this change will not impact your current EPA method or mechanism on your existing contract until one of the following triggering events occurs:
- Contract requires either an EPA or an add-items modification
- Exercise of an upcoming option
- Submission of a modification to propose a new EPA method/mechanism
Those with fixed rates will continue as usual, but if you have an EPA mechanism based on Index or Commercial Price List rates, then you must submit a Terms and Conditions/Change Action modification to update with the new clause prior to your escalation or other changes (such as add mods). New offerors must accept Refresh #29 prior to their contract award.
Remove SBSA SINs from Solicitation
In Solicitation Refresh #29, GSA plans to complete the transition of the 19 retired Small Business Set Aside (SBSA) SINs and remove them from the Solicitation. This Refresh specifically retires the remaining 14 out of 19 SINs.
GSA is already working with contractors to ensure awarded items are represented under non-SBSA SINs on a non-SBSA contract number. You will migrate your SINs to your main GSA MAS contract. If you only hold a contract under an SBSA SIN and have no other MAS contract to migrate to, you will need to establish a new contract number.
Large Category and SIN Specific Changes in Refresh #29
As always, GSA will make changes to specific Large Categories and SINs in Solicitation Refresh #29. We’ll review them by Large Category below.
Office Management (A)
In the Office Management Category (A), GSA is adding the following 7 SIN subgroups to SIN 561320:
- Administrative, Educational, Personal Needs and Miscellaneous Occupations
- Automatic Data Processing (IT) Occupations
- Court Reporting, Transcription and Coding Services
- General, Trade, Facility Services and Support
- Management and Clerical Occupations
- Medical, Protective, and Professional Occupations
- Technical, Scientific, and Legal Occupations
Furniture and Furnishings (C)
In Large Category C, Furniture and Furnishings, GSA will revise the description of SIN 33712 Complete Daycare, Preschool, and Classroom Solutions. The revision states that children’s toys, dolls, and games are not within scope.
Information Technology (F)
In Information Technology Large Category (F), GSA plans to make changes to two SINs: the Cloud SIN and the Highly Adaptive Cybersecurity Services (HACS) SIN.
Under the Cloud SIN, 518210C Cloud Computing and Cloud Related IT Professional Services, GSA will make revisions to align with how Software as a Service (SaaS) is commercially ordered. The “On-demand self service” requirement will no longer apply to SaaS offerings under this SIN, and the following language will be added to the SIN instructions:
“Exception for Software as a Service (SaaS): Proposed offerings do not have to meet the first of the five NIST cloud characteristics in NIST SP 800-145; the first NIST cloud characteristic is: “On-demand self-service. A consumer can unilaterally provision computing capabilities, such as server time and network storage, as needed automatically without requiring human interaction with each service provider.” It is not a SIN 51810C requirement that the SaaS customer be able to (de)provision SaaS access/licenses unilaterally with no human interaction with the SaaS provider.”
Under the 54151HACS SIN, GSA is updating the IT Category Attachment to reflect recent changes made by the National Initiative for Cybersecurity Education (NICE) Framework. The requirement to reference specific “work role IDs” will be replaced with a broader recommendation contractors align labor categories generally with the current NICE Framework.
Miscellaneous (G)
In Large Category G, Miscellaneous, GSA will retire the Awards and Personal Hair Care Items Subcategories since all associated SINs have been retired.
Scientific Management and Solutions (I)
In the Scientific Management and Solutions (I), GSA will revise SIN 334515 Diagnostic, Measuring and Testing Equipment to remove the subgroup "Unmanned Aerial/Vehicle Systems/Drones for Operations Support, Data Collection, Analysis, Reporting, and Related Services".
Security and Protection (J)
In the Security and Protection Category, or J, GSA will revise the following SINs: SIN 334220 Surveillance Systems, Wearable Body Cameras, and Vehicular Video, and SIN 336413 Aircraft Armoring and Helicopter Equipment.
Under SIN 334220 Surveillance Systems, Wearable Body Cameras, and Vehicular Video, GSA will explicitly include Unmanned Aircraft Systems (UAS) and drones, establishing it as the only MAS SIN covering these technologies.
In SIN 336413 Aircraft Armoring and Helicopter Equipment, GSA is revising the instructions to clarify the responsibilities of the ordering activity (the government agency making the purchase) when it comes to aircraft-related items. The new SIN instructions will be:
Instructions: The award of rotary-wing or fixed-wing aircraft is explicitly excluded under this SIN. Offerors shall not submit proposals for the sale, lease, or procurement of fully assembled aircraft, including but not limited to helicopters and airplanes. NOTE: Any unique technical specifications, regulatory requirements, or other terms and conditions applicable to aircraft or aircraft-related items are the responsibility of the ordering activity to identify and incorporate at the time of order placement
Future GSA Updates and Accepting the Refresh #29 Mass Modification
GSA plans to release MAS Solicitation Refresh #29 sometime by the end of August 2025. Contractors will have 90 days to review and accept the modification in the Mass Mod System once it’s released. As a reminder, only authorized negotiators on your GSA Schedule can access this site and acknowledge the changes.
