GSA is gearing up to open Phase II of the OASIS+ Professional Services contract, and they are considering feedback from industry before they release the final solicitation. In July 2025, GSA’s Office of Professional Services and Human Capital Categories (PSHC) closed the Request for Information (RFI) for Phase II of OASIS+. More changes are coming for GSA Schedule contractors—GSA will introduce a new consolidated Economic Price Adjustment (EPA) clause in Multiple Award Schedule (MAS) Solicitation Refresh #29. Once added to the solicitation, this clause will replace and eliminate the legacy EPA clauses 552.216-70 and I-FSS-969. With this change, GSA hopes to make price changes more standard across the MAS Program, and give Contracting Officers (COs) as well as contractors more flexibility in GSA Schedule pricing.

Whether you’ve been a GSA Multiple Award Schedule (MAS) contractor for a few months or several years, you’re no stranger to changes within GSA by now. GSA often pushes out regular updates to the MAS Solicitation, but with the Trump Administration enacting major changes to federal procurement, we are seeing a lot of Solicitation Refreshes. The newest MAS Refresh #29 is expected to be released by the end of August 2025. Obtaining a GSA Schedule contract makes your company eligible to sell your products and services to the government, and grants you access to a more targeted and less competitive marketplace. Federal buyers often prioritize vendors with GSA Schedule contracts, seeking their commercial products and services before looking elsewhere. With the changes the new administration is making, agencies will be relying on pre-existing commercial vehicles even more, especially the GSA Multiple Award Schedule (MAS) Program.
