With the release of GSA’s Multiple Award Schedule (MAS) Solicitation Refresh #31, Transactional Data Reporting (TDR) is now mandatory for all contractors under MAS. If your contract was not previously eligible for TDR, you will continue to report your sales as usual until you accept the Mass Modification and the next quarter begins. GSA Schedule contracts are not set in stone once they’re awarded. Throughout the life of your contract, your business will naturally undergo changes. If you have new items to add to your Schedule, items to remove, or a change in your point of contact, these changes must be made through a formal modification (mod) submission.

This means that periodically, you’ll need to add, delete, or change the line items in your catalog to reflect your company’s current offerings. When GSA released their updated post for Multiple Award Schedule (MAS) Solicitation Refresh #31 recently, they quietly slipped in a newly proposed clause that would govern AI use in federal contracts. This proposed clause, GSAR 552.239-700, Basic Safeguarding of Artificial Intelligence Systems, introduces significant requirements for companies who are using AI in any capacity in federal contracts. GSA originally gave contractors until March 20 to leave their feedback, but the period was extended to April 3, 2026, and GSA is pushing the AI changes to MAS Refresh #32.

The General Services Administration (GSA) has moved its catalog management system from the legacy Schedule Input Platform (SIP) to the FAS Catalog Platform (FCP). For vendors that are transitioning from SIP to the FCP, this blog will cover frequently asked questions for accessing and using the FCP. This blog will also cover initial catalog set up through the FCP for newly awarded vendors.
