Putting together a GSA Schedule proposal is a lot of work—we don’t sugar coat that. A lot of our clients have come to us having attempted a Multiple Award Schedule (MAS) proposal by themselves, and after going through all the work of putting together documents and submitting them to the eOffer system, they receive a rejection notice. This means that they have to start back at the beginning of the process, which can be extremely frustrating after putting in time and effort into the proposal. Once you have your GSA Multiple Award Schedule (MAS), it can stay with your company for a long time. GSA Schedule contracts can last for 20 years, starting with a 5-year base period followed by three additional 5-year option periods. While your Schedule can last up to two decades, it’s meant to grow with you. Your offerings, pricing, and administrative information are not locked in with your initial award. They will need to be altered through a contract modification.

The short answer is, no. The purpose of GSA eBuy is for U.S. federal government agencies and military services worldwide to have an online procurement site to find solutions at the best value and price. In order for government buyers to be guaranteed this value, they need to purchase pre-vetted products and services from GSA Multiple Award Schedule (MAS) contracts.
