In the recently released Multiple Award Schedule (MAS) Solicitation Refresh #28, GSA restructured the requirements for new offerors or existing contractors proposing products that they do not manufacture, and instead, resell. Prior to this Solicitation Refresh, new offerors or current contractors adding products they did not manufacture to their GSA Schedule contract or proposal were required to submit a Letter of Supply to demonstrate they have the authority to distribute these products. However, GSA has now restricted the Letter of Supply requirement to only resellers under Large Category F (Information Technology) and the Printing and Photographic Equipment Subcategory within Large Category A (Office Management).

Whether you’ve been a GSA Multiple Award Schedule (MAS) contractor for a few months or several years, you’re no stranger to changes within GSA by now. Obtaining a GSA Schedule contract makes your company eligible to sell your products and services to the government, and grants you access to a more targeted and less competitive marketplace. The Federal Acquisition Regulation (FAR) has been the foundation of federal contracting for over four decades, and the government is looking to completely overhaul it for the first time since its creation. More commonly referred to as the Revolutionary FAR Overhaul (RFO), the Trump Administration plans to take a magnifying glass to FAR regulations and return it to its “statutory roots”. According to an Executive Order (EO) released in April 2025, the new administration plans to modify the FAR so it’s written in plain language and mostly scrubbed of non-statutory rules. This is not the first time a presidential administration has set out to review the FAR in its entirety, but GSA is sure that this time is different with the added support of technology and Artificial Intelligence (AI).
